I know it won't be because the last two will probably be active wrestlers, but how have we not gotten Shawn Michaels from the breakup of the Rockers? I get street gear figures are iffy but that's one of the most iconic segments and visuals in WWE history.
Other than that
89 Steamboat, probably WrestleWar just because the Chi-Town rumble gear has kinda been done

I am going to give one special Ringside Fest bonus hint and say that one of the Defining Moments figures that has not yet been announced I am anticipating perhaps more than any Mattel WWE figure I have ever anticipated and that is saying a lot So CEO Austin, Steve Blackman or one of the Holly cousins. |

Backlash 2004 Randy Orton needs to be in this line. It will never squeeze into an Ultimate Edition lineup and it is too special of a figure for a regular Elite/Legends release. Defining Moments is perfect.
Evolution t-shirt, trash can with weapons, IC belt...one can dream.
(I'd have a handful of other top-of-mind suggestions if WWE had the rights to Jericho and Edge.)
