Okay, after looking into it some more, I should be able to play this on a 360. However, I obviously would need a Japanese account but I would also need a Japanese point card in order to pay for the download. It says there's an english translation in options, so they better let us download it. Being able to download logos and stuff so I don't have to create them myself is a huge plus and will get me back in FP again.

Like I said, I read into some things and it turns out that the Capcom was the reason that the RE 5 demo was pulled. In fact, Major Nelson even recommended US gamers to make a Japanese account in order to play the RE 5 demo early.

I just don't like going through the hassle of having to create a Japanese account, then buying japanese points just to download something. If they have an english option, they should release it for NA accounts also.
