Classic Superstars 3-pack Kane. Not so much that the entire figure sucks, but the scan that they used on it just ruined the whole figure for me.

I hated the AD 2 Stacy and Test. I also hated the AD?? Eddie Guerrero and John Cena.

In her defense, Stacy wasn't an RA, it used the TTL body mold. Or was it R3?

So its not RA...buts its the worst prototype Jakks has ever done. -3L take of edge head and put ric flair and that would look like a good ttl figure

Backlash 9 Rob Van Dam really ranks up there. But that edge is just hilarious.

There is no argument,
Ruthless Aggression Series 7 Randy Orton is undoubtedly the worst RA figure released by Jakks. Terrible, outdated headscan with an attire never even close to being worn by Orton at the time.

AD7 Steiner.
The skintone was all wrong, it had the cruiserweight torso, and it was wearing jeans.
Basically, it looked like Big Poppa Pump took a Big Poppa Dump and shat out all his steroids.
The accompanying Test wasn't all that great either, in his WMXX t-shirt and jeans...but if you can believe it, Test was the reason I bought the set. Mostly so I could have T&A in matching outfits.
Which reminds me...RA8.5 A-Train was actually a pretty bad figure too...but nope, I'm standing by my first choice. AD7 Steiner all the way.
EDIT: After reading the rest of the thread, I see I'm not alone.

RA5 Kane.. pfft.. he sucked! if anyone has him i would advise you just throw him out... or give him to me. NOW! Nobody will fall for yer reverse psychology. That still stands as the best RA Kane to date. If somebody who has it really doesn't like it it sells for a lot now so they can do that, not throw it out. I can't believe we got that Orton in RA7 and yet there was no design on Benoit's shirt. RA7 is a duff set with the exception of Matt Hardy which I think is one of his best figures. Although it's not a terrible figure, RA19 Rey Mysterio was a complete waste of time as it was just the TT3 Rey with black gloves. I know it was a filler figure but that's an obvious reason why Jakks now doesn't replace cancelled figures. If I had to choose the worst RA series figure it would be that Orton mentioned before. RA3 Steiner was a complete waste of space but at least it gave a new torso to those who were disappointed with RA2 and wanted to swap the tights with a bigger torso. AD13 La Resistance stand as the worst RA figures ever made by Jakks. They are half TTL, and there were no designs on kneepads, boots, no outlines on the tights and they chose a pretty boring attire too. The protos were so much better. CS1 Andre The Giant was absolutely diabolical. Granted we did not have an RA tall mould yet but they could have made one-after all it was CS! Instead we got an R3 Big Show with a new head. PPV Survivor Series 1 John Cena had TTL arms. Although they had elbow joints unlike AD13 it was still bad. However, it does apparently come with a very cool Smackdown cap, which I am sort of after.

My HALL OF SHAME list for RA's: RA 7 Randy Orton for all the explained reasons. AD 18 Cade and Murdoch: What terrible first time figures. AD 26 JTG: We all know why AD 13 Luther Reigns: The only figure we ever get of him and he has TTL arms?AD 13 Sylvan Grenier: See aboveWM23 "Farooq" Ron Simmons: You promised us DAMN, then misspell his DAMN name? DAMN! That .5 Blonde-wah Chris Benoit. Just a bad figure. AD 18 Road Warrior Animal: Not a terrible figure itself, but BS when you know what could have been. First we lose Heidenreich from the set, so no new LOD (no white shoulder pads ) Then we get a figure that is totally different from the proto. WM 22 Rob Van Dam: It was supposed to be his MITB attire, but instead we got a half-assed blob on the front and no design on the back. Also, RA 5 Rob Van Dam: Not a horrible figure at the time but when you stop and see there is no back design and his boots say RVD on them. Both of AD 1 Michaels and RVD: BOTH are in street gear? BOTH? WTF? LAME! Now Classis Superstars is a completely different list of SHAME. OH YEAH!!!! i forgot about ad13! wow, those were a whole new set of bad. oh, i forgot how pissed i was about those back then. i agree about kelly kelly, too. boy this is a nice trip down memory lane. i also just remembered RAW X undertaker -jeans no shirt trench coat old head, and main event hogan-painted on shirt and yellow kneepads, wrong head. and then theres the last few sets of OTR figs. boy, dont get me started.

Theres alot to name. One off the top of my head would be the Ad 18 Johnny Nitro. Terrible tights, Horrible torso choice, Wrong wrist tape... Just overall a terrible figure. I bought the set just for the Animal. Animal is such an awesome figure. This is the most hilarious comment I have ever read. Not only are you wrong about the Nitro figure being a "terrible" one, but you're equally as wrong to say that the Animal figure was "awesome". The only "problem" with the Nitro figure was wrist-tape, hardly such a huge error. The torso is a matter of opinion. On the flip side, the Animal was supposed to be an LOD 2005 figure, yet it had a waistcoat, a ponytail, no kneepad designs and his tight designs were ridiculously downgraded from the proto! Awful figure!

Ken Kennedy. Not sure what series it is, but I'm sure it's the only RA made of Mr. Kennedy. It's a real shelf-warmer at my Walmart. Looks like he's wearing a Michael Myers mask.
