I'm thinking he's late 70s Dusty from the neck down, but he has the curly mullet Dream had until the mid 80s in JCP.
What do you think?

I think he had that hair style in the mid-70's when he wrestled Graham in MSG.

He also had that same hairdo at Starrcade '85, PJ. But yeah that's a 1976-1978 Dusty.

My problem is I know CS 13 more of a late 70s Dusty, especially through the torso, but I like the figure a lot more than the Series 10 Rhodes.
Eh, I'll just get the Series 13 one and display him with my NWA/WCW classics. Let the laws of nerd minutiae be damned.
