They arent rare its just for a long period of time, they were signifcantly harder to find than others in the set but thats a generalisation. There is currently 3 at my TRU too.

not hard to find. maybe at first when RA28 came out, miz was one of the first figs to go. not now though.

No not particualarly. It depends. If you are in an area with no Miz' then you will call him rare, but there are tons near me so no.
