WWE Title- Goldust, Piper, Mr. Perfect, Jimmy Snuka, Brutus Beefcake World Title- William Regal ECW- Test really deserved at least a month long run to interupt Lashleys reign to make it more exciting to watch

Its a alot of them. I'd say Razor Ramon, Mr. Perfect, Owen Hart, and of course the Million Dollar Man.

Well, most of my old answers to this question have since become champion. Overall, I would say the greatest wrestler to not be a World champion is Christopher Daniels, but since this topic is talking about the WWE, I'll go ahead and agree with Curt Hennig.

You pretty much hit em all in your first post.
DiBiase should have held the gold as I dont think there was a better developed character on the roster in his prime.
Piper would have made the ultimate slimy heel for Hogan to chase for the belt. I think it would have been better for everyone, including Hogan if that had happened. Piper was the most hated person in wrestling back in his prime (according to those PWI mags I use to buy)
I wasnt really watching so much in the 90's and never really thought about guys like Razor or Goldust holding the big one, but I suppose times were rather lean then.
