I title this the greatest of all time is because I am basing it on what alot of people have said, and its really between those two. Simple question.
Hulk Hogan helped make wrestling largely popular for the WWF in the 80's, and had a huge fan following. But his wrestling skils were not good.
Ric Flair is more of the technical style old school wrestler, 16 time world champion but wasnt as popular as Hogan.
Who do you think had a bigger impact on wrestling?

As far as how famous, Hulk Hogan is the biggest name in pro wrestling history bar none. Anyone that disagrees is just fooling themselves.

Hogan.
wrestling broke into the mainstream in the 80's because of.. Hogan. wrestling died down when Hogan left the fed.. Hogan goes to WCW.. helps create the NWO.. bam! wrestling is bigger than ever.
IMO Hogan provided the spark for both awesome generations.
you dont have to like the man.. but there's no denying when he brings his A game.. he can help do some amazing things.

Flair, without a doubt. Flair could work, talk, and draw. Nobody in any promotion (mainstream or independent), in any country, in any territory, in any anything could draw, talk, or work in the ring like Flair. Bollea wasn't talented at all -- the success of the monster Hulk Hogan should be attributed to Vince McMahon, Jr. and Vince McMahon, Jr. only. The success of Ric Flair, however, should be attributed to Ric Fliehr, and Ric Fliehr only.

Ric Flair. We aren't staring from the outside-in here, we are wrestling fans, so the argument "More people know Hogan" shouldn't apply.
Flair had a better look, better wrestling skills, better mic skills, could draw a crowd, and is just better than anyone else whose stepped through the ropes.

If we're talking about making more of an impact that easily goes to Hogan.
But, if we're talking about wrestling skills it goes to Flair.

As famous as Hogan is, Flair is the better wrestler. Since I'm a bigger fan of wrestling than sports-entertainment, my vote goes to Ric Flair.

The two biggest draws in wrestling. Hogan was a bigger draw than Flair but Flair was also able to talk on the mic and wrestle better than anyone of his time. Flair has had just as much of an impact and is just not as comerically well known, it's like asking who is better Pink Floyd or ****cat Dolls, sure ****cat Dolls are having more sucess but they can't be compared simply because those who know of both could see Floyd was better.

Flair.....for the simple reason that more wrestlers today patterned themselves after Ric Flair than Hulk Hogan.
Ric Flair continues to make an impact on wrestling today. Giving back to the sport he loves and is passionate about. Did he really need to be on television these past 5-10 years? Did he need to do all the traveling? Does he need the money? Hell no.
Flair gives back by putting over guys like Triple H, HBK, MVP etc. He doesn't have to do it. He could be sitting on his ass. Playing golf. Banging his new wife. But he chooses to still take part and give back to the business he loves.
While Hulk Hogan looks at wrestling as a paycheck and never had half the passion that Flair does.
Flair's impact on the sport will live on thru the guys that patterned themselves after him long after Hogan is gone.
