I've always been a huge fan of The Joker, Two-Face, The Riddler,Venom, Sabertooth, Magneto, Bane,Apocolypse,Mr. Sinister, and Lex Luthor.

My favorite villain has to be Dr. Doom. I always viewed Doom as a guy that did bad things because they were a means to an end, not because they were evil. Doom has a twisted code of ethics he follows, as he still wants his word to mean something. I throw Magneto in that same category, because there have been times when they have helped saved the world.

Personally, I enjoy villians who are evil throughout and never dabble in the gray area (e.g., Nimrod, Holocaust). Although I did include Magnus and Sinister, though they are both primarily blackhearts.  |

I'm not even kidding here but it has to be Johnny Guitar and Doctor Sax for the Dazzler series. Sooooo crappy that they're absolutely fantastic. Although there must have been a bad guy in the Superpro comic. If there was, he'd probably be in there too.
I would also kind of Magneto, but I've been reading every X-men related comic chronologically and Mags has been good for like 10 years. It seems anyways. Leading those rag-tag group of New Mutants. Grounding them, taking them to school dances. Priceless.
On a related note. Never ever read Dazzler.
