The cheats menu within options seems to be greyed out - anyone know how to access it?

All I remember is that when you pause the game, you have to hold down the L shoulder button and enter in random codes. Maybe enter one and see if it opens up the cheat menu. I'm pretty sure Gamefaqs has the codes.
