Seems to me it is indeed his script. When he first became GM there were points on stage where he would be making an announcement, he would pause midway through the sentence; look at the clipboard then continue.

I dont think it is script, he just pause and look on it to make look like he got something to say. He just hold clipboard and paper to impressed as General Manager. Which was cool, though.

I agree with the majority and think it's a prop. Yeah he might actually have the script there, but its more of a prop than just because he forgets what he supposed to do. It fits his character.

It may have stuff he's supposed to say on it, but it makes sense in kayfabe since he's such a "busy" man with all his GM "responsibilities" that he has to write it down.
