I would go with Vader
As a second choice I would go with Raven. Top guy in ECW great heel in WCW. Really made the US title picture interesting in his time. Then he went to WWE and it was all gimmicks/comedy matches then a run on Heat before being gone. Not a great technical wrestler, but he was a very good performer, at the time he came over he could have done some great stuff to help elevate the IC Title if WWE would have been interested in doing anything with the IC title at that time.
