So, I guess this is the "Black" set. Not the cards, the colors. Everyone is in black. The word "budget" somehow comes to mind. Hmm.

Items are all listed in the store's inventory system. When one sells, it is deleted from the computer. When you hide them, all you are doing is making them less available for someone to buy.
Once enough items sell, they are replaced on the shelves with either new items (remember when that used to happen?) or re-stock of the same thing that was there before (which always happens now).

About fifteen years ago, I was collecting Playmates Star Trek 9" figures. Target had an exclusive set of four for $29.99 each. Regular 9" figures were $19.99 When the exclusives went on clearance, Target marked them down to $24.99. Of course, they also marked the regular figures up to $24.99. Nice to know things haven't changed in the last fifteen years.

Advice:
If you are a MOC collector (and, if possible from where you live) use "ship to store". That way you can check the items out and, if they are messed up, you can return them on the spot. Several of my orders from them have arrived damaged, so I would play it as safe as possible.

Yay! Three Lana's in a row that won't stand because of floppy ankles. Will a small tube of glue with "ankle-fusing" instructions be included with each figure?

It would be nice if Duggan was released as a variant without the painted face. He looks like a random custom someone would come up with.
Taker looks good.
Batista will be another shelf warmer.

None of the suggestions listed would sell enough at retail.
Mattel did the same thing with the Horsemen set that they did with the Legends line at the beginning. They overproduced it to the extent that it couldn't possibly sell through. Why they continue to do this, I do not know.
Also, just like with Jakks, Mattel gets no support from WWE on TV. If Mattel is going to produce special Hall of Fame sets, ostensibly to make WWE money, why doesn't WWE go to bat for the figures? How difficult would it be to run a feature on Raw and Smackdown to familiarize new viewers with these historical performers? How difficult would it be to get the announcers to talk about the performers and the figures immediately after the feature? JBL would be great at this. Jerry Lawler has probably worked with anyone they would release.
These two things, no overproduction from Mattel + support from WWE, would go a long way to help HOF sets to sell.
It won't happen.
Mattel already blew it by overproducing the Horsemen set; history shows they will repeat this mistake (again and again).
WWE will never spend air time talking about toys. (Even if they're "their" toys.)
Lets look at board members' suggestions:
The Freebirds:
The problem with anyone from the World Class territory (Texas) is that the majority of the performers are deceased and are long forgotten. Michael Hayes is the only one of the original three Freebirds still alive; Jimmy Garvin was Hayes' partner mainly in the Freebirds end-of-the-line days in WCW. Of the five Von Erich brothers, only Kevin is still alive. (One of five. Heartbreakingly sad.) The Freebirds vs. Von Erichs feud was thirty-three years ago. It's too late. A Freebirds Hall of Fame set would not sell because no one (other than a few members here) know who they are or, more correctly, who they were.
The nWo - Most important members have already been released as single figures. Who has not had a figure that Mattel could use as the "buy me" figure in this set?
DX - All but one important member has already been released. What could make it sell? The inclusion of Chyna. As noted above, though, WWE would still have to get behind it to make it sell.
Evolution - All members released, multiple times. No one buys Randy Orton or Batista figures.
Dangerous Alliance - Who? Like with the Freebirds, just too long ago.
Nation of Domination - see above. Too long ago; not significant enough.
Celebrities Pack - Celebrity involvement ruined the early WrestleManias. (Heck it still happens. I can never un-see Snooki "wrestling".) No one would buy a celebrity four pack.
Geezers Pack: Pat Patterson, Gerald Brisco (as a wrestler he was always called "Jerry", not "Gerry" LOL), Mae young, and the Fabulous Moolah - I would buy this. I am a geezer. At least it would sell better than the celebrities. That's all.
Faces of Foley and every other four-of-one-guy set WOULD NOT SELL. Too much $. Too niche.
What might sell:
Mega Powers - A new Elizabeth would be nice. Where are you Hulk HasBeen?
Hart Foundation - See above. If this would finally get us Jim Neidhart, I would buy a three pack just for Nattie's daddy.
British Bulldogs & Captain Lou Albano - Who wouldn't want a figure of the ever-popular Dynamite Kid Captain Lou Albano?
Problem with all of these? They would be three packs. Why did Mattel have to go with four packs to begin with?
In conclusion: In no way do I see the Hall of Fame four packs continuing. Maybe if "Barry Windham" wasn't just a re-modded Christian head...

Just like with every time this has been brought up, the faulty idea of a poll is clearly demonstrated when the first batch of replies includes "I didn't collect when Jakks had the license so by default..." When half your audience has changed due to collector turnover, of course you're going to get Mattel as the winner. Lots of people stopped collecting when the switch occurred from Jakks to Mattel. Lots of people from that era have "outgrown" WWE. Lots of people have outgrown collecting figures. Lots of people (like our friend in reply number two) were not collecting when Jakks had the license. Why do these people vote in these polls to begin with? Why were they voting on whether Neidhart would be in Elite 43? It's a poll. It allows your voice to be heard. Regardless of what the subject is.
Jakks and Mattel are two different companies, who produce(d) different figures in different eras. One is not better than the other. They are just different. If you want a real comparison, for me, the thrill of finding near weekly new figures from Jakks in stores easily tops the "thrill" of buying near quarterly batches of Mattel figures online. There again, though, Jakks was a different era. Regardless, I have a huge collection of both. Both are equally displayed.

Have no problem when an elite and basic r announced around the same time cause I can then skip the basic. Like I did with Sami zayn. LOL My sentiments exactly. Although with me it's the other way around. Don't collect Elites. Love Basics. That said, Mattel seems to overproduce everything. I would gladly pay more to support smaller production runs.
