I bought a game off ebay, recieved it today and it doesnt work.
I paid using paypal and havent left any feedback yet.
What are my options?

did they say it was in perfect condition? In the description it said the disk has been tested and works fine but it has failed to work on my console after trying it multiple times and cleaning it myself. The seller also didnt tell me that the cover was cracked and falling apart. That isnt the main problem though, the problem is the disk wont work.

Politely contact the Seller and say something along the lines of:
Hello, I purchased _______ game from you recently on eBay. In your description it said the game had been tested and works, however when I received the game and attempted to play it, it would not work correctly. I feel both parties can resolve this unfortunate issue. Would you allow me to send the game and all received contents back to you for a refund?

if they do not comply, do not just leave negative feedback, at least not yet. If they reply saying they can not help you, just reply that you will unfortunately have to file a paypal claim for your transaction, and the feedback they receive will follow soon after.

How do I know if I will get refunded?
Should I trust the seller pay it himself or will I have to do something through ebay/paypal?

There is an option when you file a dispute with Paypal that claims the item was not as described. They have to respond to the Paypal dispute within a certain number of days. If they don't you can escalate the dispute to a claim. Paypal then acts as the middle man and decides who's in favor. If the other party does not respond or show anything to support themselves you get a refund. Paypal will notify you of a refund whether it's from the dispute/claim or the seller doing it himself.
