I dunno how it works in NJ but, I know if you go behind grocery stores or a mini mall in their dumpsters they usually have burned out ones in there.
If you know someone who works at home depot they usually kept burned out ones behind stuff in front of the building. Ares does over here at least.
Just gotta hunt them down or buy some, which apparently are quite cheap from what chad had posted I believe. Like a bundle of em' for a few bucks if I remember correctly.

A pack of 12 48" tubes should be less than $10 if you buy the cheap guys. Hell, even Sylvania's are like only $14.

a hardware store. or I guess if you still use lighttubes in your house you can use the ones that are burnt out.
