It's hard to call a film underrated, because unlike athletes, whose performances are statistical and can be judged that way, how movies fare critically is all opinion.
However, if you're looking for some little known movies that are (in my opinion) good:
-In Bruges -Zodiac -Rescue Dawn

One of the few films I felt the need to own on DVD (which sucked in the end as there were no bonus features haha).

I agree with you on The Punisher.
The Boondock Saints - Most people I know haven't heard of/watched this film, but those who have watched it all like it.

That is immense! ;D Cool Runnings. Are you obsessed with Cool Runnings lol? I would have thought that was obvious . I just thought I'd post it in here as I genuinly believe it is under-rated as a movie.

Face/Off Boondock Saints Vanilla Sky-I know alot of people don't like this movie, but the first time I saw it I enjoyed it and every other time I've seen it, I pick up on new things. Sideways The Girl Next Door The Italian Job The Punisher-Tom Jane version National Treasure Lord of War Orphan Carlito's Way Con-Air Kiss Kiss Bang Bang How To Lose Friends and Alienate People The 6th Day Body of Lies Alpha Dog Inside Man Four Brothers X-Men The Last Stand Two For The Money Death Becomes Her Constantine The Black Dahlia The Sentinel The Jackal Heartbreakers Find Me Guilty-the only Vin Diesel movie I like Troy The Condemned-I know it got alot of criticism, but it really isn't as bad as people say.

I think a better term would be "underexposed".
Anyway, I'd say The Assassination of Jesse James by the Coward Robert Ford.
