What's Obama playing at? 4% on 1990 levels? The EU pledged 20% reduction by 2020, and that's the best he can do?
He needs to lead at the front, but instead he's getting cold feet.

Bullcrap. Obama could pledge to cut emissions by 50% and the Chinese and Indians wouldn't do jack.

I can't prove that they would and you can't prove that they wouldn't. However, we can both agree that there would be a better chance if Obama pleged to make a major cut. It would also be more beneficial than a Chinese or Indian cut, as the USA is still the world's #1 carbon emittor.

No, I don't agree with that. I think what he's promising is crap and that he should promise more than that. I don't think China or India will necessarily change their behavior based on anything we do. It is going to harm our economy as it is to cut back on carbons. Does it need to be done? Sure. I'll go along with that, but there's going to be an economic price to be paid to do so. China has an interest in seeing that our economy suffers while it's economy does not.
