I recieved my order from Ringside and my Legacy 2-pack were loose in the arms pretty badly, and the John Cena basic series 1 was loose in the arms as well. Is there anyway I can contact Mattel to see if they can replace these for me? Is it even possible to do this?

Contact Ringside first, they are pretty good about making their customers happy. Mattel will tell you to first deal with the store you bought the items from first anyway.

Seeing they aren't broken I doubt they'll replace it for you. Not every figure is going to be perfect in a mass produced toyline. A loose joint or bad paint job will happen from time to time. Even if it was broken they'd probably just send you a coupon to pick a new one up at your local store and not a new figure. At least that's what they did with their DCSH/DCUC line. Their contact info should be on the package (usually by the barcodes)

i would just contact RSC and see what happens but you may have to deal with it i do all the time
