Survivor Series & Royal Rumble don't have any new people in them. So unless it's something new starting with the Elimination Chamber I wouldn't count on having someone new in every set.

This is a great idea. And they are starting it in the Elimination Chamber series with a figure of Drew McIntyre. This is a great way to keep people interested in these ppv sets

This may very well be a new thing that Mattel is going to try to do with the PPV line, but I'm not sold. As we saw in the wwe.com article, Mattel was working on a Drew McIntyre figure long before they even knew he was going to be on the Chamber PPV. He is set to get a Basic release around that time anyway. As for Sheamus, I'd rather see him replace Helms in B5. I have the feeling that there are going to be enough repaint worthy attires at WM26 to fill the series. Plus, if anyone going to get a debut figure in the Mania set, it should be Bret.

Doesn't make sense because there's not gonna be a new guy at each PPV.

After listening to the WrestlingFigs Podcast they brought up a good point, how would they introduce somebody like Zack Ryder into a PPV Series when he's never even featured on a PPV. Thats what Im saying. It doesnt make sense for them to do this cause it wont work.

I expect gail kim after mania then. I assume sheamus or dolph for Mania. Being as Zack Ryder isn't important enough too get a wikipedia page( ) I doubt we'll see him anytime soon.
