As much as I would like them to save Miz's Money in the Bank Contract for something big like a Wrestlemania, it looks like they're going to be forced to use it at the Hell in a Cell PPV.
They took the Title off of Sheamus to make way for the Triple H Return and Sheamus/Triple H Fued after Hell in a Cell. Putting it on Orton now, carries the Orton/Sheamus Fued to Hell in a Cell, where after Orton retains, Orton will have no challengers.
It makes perfect sense to have The Miz cash in on Orton after he retains the Title at Hell in a Cell, as it starts a new Fued. Cena will be tied down with the Nexus/Barrett Angle, Sheamus will be left with Triple H.
It seems more than certain to me that this is the way they are going.

Not really. Assuming Edge stays on Raw, you have him as a competitor. Triple H isn't back yet and who knows when he'll return, so it's not like he's going to jump into a feud with Sheamus right away. Cena should be finished with the Nexus at HIAC so they very well could do Cena-Orton again.
Now, that's not to say he WON'T, as it would make a bit of sense, but I don't see them taking the belt off their hottest superstar just yet.

I personally, would like to see a Mid-Carder attack Orton after the match at HIAC, thus, putting someone else over, and causing a new fued, saving Miz, and possibley having a face turn

They wont do Orton/Cena again anytime too soon, as quite simply they wont want to put one man over the other. They are the two top Faces right now, it would only do the loosing man harm. Possibly at a Wrestlemania though. Edge just wont be in the Title Picture. They did Orton/Edge only a couple of months ago. I think they will gear him towards the GM Angle, or have him fued with Morrison or someone for the time being. Sheamus/Triple H is pretty much a lock, to be honest. We know it's going to happen again, and Triple H is set to come back in the short future. Hell in a Cell has to be the end of the Fued between Orton and Sheamus, so having Sheamus then go and win would guarentee Orton yet another Match with him. By this point, The Miz can escape away from his fued with Daniel Bryan, Bryan can go on being US Champion and building himself, while the Miz has to go up to the Main Event.

I'm certain he will cash it in at HIAC, however, it's possible that he could still lose to Orton. I hope I'm wrong, but I just have a feeling the WWE really wants to put Orton over and have him beat the Miz even after he wrestled in a grueling HIAC match.

I hope they save it. I'd like to see Jericho feud with Orton.

If Miz does cash in, he'll lose. I don't think they'd take the belt off Orton yet and I've thought since Miz won MITB that he's going to be the first to lose. I'd love to see Morrison go for the belt, or another Edge/Orton feud.

Storyline wise, he'd be stupid not to cash in. It's a HIAC, the winner will be at his weakest.

Edge's GM angle will result in him being fired and going back to Smackdown, and you can quote me on that.

As long as Miz loses when he cashes in, I don't care when it happens.

I would rather that not happen so soon but if he does then maybe he should lose the title match but then say in December win a non MITB WWE Title match but lose it before WM.
I personally want him to save it til May or next year but wwe sure likes instant cash-ins lately..
