I've seen it go for a high price recently on RSC, yet at my Target tonite there were 2 or 3 of them. Most of the figs were gone, although I did manage to get Elite: Chavo (perfect figure), Bo2010 HHH (is it just me, or does it look like Mattel used the same exact head mold as the Famous Scenes HHH vs Cactus Jack TTL figure? Comparison pics would be great.), and the Batista with the sunglasses. I was pleasantly surprised to see Elites sell for $10.
The head on Sheamus in person looks great BTW, its pics don't do it justice at all. But I'm not a fan of his so I didn't pick 1 up.

Not in my area, I've seen alot of both Basic 7 and RRH at various Wal-Marts and K-Marts.

The answer I'm sure you are going to recieve is;
No figure that is mass produced is rare. The only rare figures of those of 1 of quantities such as 1/500, 1/100, 1/50, 1/20, etc.
Though, I have seen Sheamus on several occasions. He's not as sought over now as he was in the beginning because most have found him by now, atleast, I would think that's why he's sitting on shelves now.

They're not rare, just in high demand. Some parts of the country have more of them than others, though. Anyone who pays RSC over $30 for one is wasting money.

He was sought after at first but they're really pumping out the Sheamus figures now, Basic 7, Royal Rumble Heritage, the K-Mart 3 Pack and now Tag Series 9 so you'll have plenty of chances to pick him up without paying ridiculous prices for it.

Sheamus figure aren't really "Hard to Find" anymore, either. They heavy-packed him at 3 per case, I believe. Which was smart. Mattel knew he would be in high demand. Now they've even released him in the 3-Pack with Trips and Cena (I think that's who else was in it), a Two-Pack with Trips (with different wrist tape), and he'll obviously have his Elite pretty soon. So they'll be plenty of oppurtunities at the Lobster Head.

Like others have said no mass retail figure is rare. Plus Mattel has really been pumping him out releasing the same figure 3 times within the month in Basic 7, RR Heritage and the K-Mart 3-Pack. Plus there's the FlexForce figure and now he's also in 2-Packs 9 with the Celtic cross on his wrists.
And no Mattel's HHH scan looks nothing like the Famous Scenes scan.

Back then they were both so hard to find at least in my area and now ha! they are extremely easy to come across. It all just takes time. Though I won't lie I did do quiet a bit of hunting and driving for Sheamus' figure and it did pay off. Hopefully Mattel will be heavy handed with Wade when he hits stores.

yeah,he was "Hot" the 2nd half of November and into December when he first hit....because everyone wanted him....now,he's starting to pegwarm a bit just cause most people who wanted him found him already...
i would expect all of the Nexus figures to be the same when they start hitting....

at any rate, there are now currently 5 version of the Celtic Bastard out there for people to get:
Basic 7 (still being found) Royal Rumble Heritage Flex Force Series Whatever K-Mart 3-pack 2-Packs Series 9 (now at RSC)
...so there'll be planty of opportunities to pick him up,not to mention Elite 8 in the next 2 months or so...

i think the only reason the basic 7 is more sought after than the other releases is that it's the only one with a nametag and stand?
i picked up the Royal Rumble fig on sale and that's the only reason i even got it. i'm still gonna get the Elite 8 when that drops and then scrap the first release of everyone's favorite irish-born mayonaise-slathered lobster-headed high-kickingest king of the ring for parts.

started off hot, now its cooled off. Most people want him because it's his debut figure.

Around me, yes. I have only found 1 of each (RRH and B7). I had to trade for my 1/1000 RRH Sheamus on here.
