Flea markets are your friend. I've found a 123 Kid at a flea market twice (granted, one had been painted into Syxx - ugh). Even scope out your local indy shows for the gimmick tables.
Most of the Hasbro figures are plentiful enough that you can afford to be picky about the condition they're in. Don't overpay. Unless it's a green card series figure, a mail-away, or some other oddity, you'll likely find a dozen other ones for sale at any given moment.

Bulk collections are the way to go. Some people really want crisp (non scuffed) figures to display, others arnt as fussed providing they dont looked wrecked.
The 'crisp' new looking figures will obviously usually cost a bit more, certain sellers on ebay and here sell them at certain prices depending on what they tend to go for generally speaking.
You can pick up some bulk bargains, i would personally suggest looking for a couple of bulk lots to get the collection started, from there either try and complete one series at a time.. e.g - starting with series 1 first and making your way through. Or, just get what you can, when you can.
It doesn't matter hugely, but it may help you to decide if you want the fresh/crisp/just out of packet style collection, or if you dont mind the 'slightly scuffed/minimal played with' style collection.
Good luck and welcome to our world.
P.S - beware, there's a HELL of a lot of scammers these days, if something seems too good to be true or something seems fishy, it usually will be. We have an incredible amount of knowledge in this board relating to hasbros, feel free to pick mine/our brains, im sure a lot will be more than willing to help mate.
