found the all-stars sets at my local TRU today (downers grove, IL). i'd only planned on picking up one of the sets. i noticed that the pegs they were on had tags that said "Mattel WWE 2-Packs -- $18.99."
i scanned a set, and it came up $24.99. just then, an employee asked me if i needed any help. i told him that the figures scanned at one price, but were pegged at another. he looked at the pegs, saw that the description was correct, and told me i was out of luck, as they'd scan at the higher price at the register.
but a manager walked by, and the employee stopped her. he told her the scan and peg prices were different. without even really stopping, she just said "give him the peg sticker and they'll adjust it at the register."
i'd only planned on getting one set, but i figured i shouldn't look a gift horse in the mouth. barely over $60 total for all three sets was too good a deal to pass up, especially with the recent TRU price increases.
i'm not sure what the pegs were actually for. are the basics 2-packs $18.99? i assume so.
anyway, i'm sure this was just a fluke and a lucky coincidence for me. but it might be worth keeping a sharp eye out at your local store, in case they just throw the all stars sets on the wrong pegs.

You found them on a normal two-packs peg. They're supposed to have seperate pegs for these. It's just a mistake on TRU's part.

That's pretty standard store policy actually. The item was tagged at one price, and the description matched the item. It was the store employee that was wrong, and the manager corrected the mistake. Of course that's according to Canadian business policy, I'm not really sure how American policy differs.
He didn't really scam the store, he used their mistake to his advantage. It's the employee who stocked the shelves fault.

I'm not trying to say this guy is a horrible person or even in the same situation I wouldn't be tempted to do the same thing, but I know it wouldn't be the right thing to do. I also wouldn't come on here to talk about it. Knowingly paying less for an item than its intended retail price can be considered shoplifting. It's no different than swapping price tags.

the store manager knew they were mispriced. all i did was point the discrepancy out to the employee. i never even asked if i could have them for the lower price. the manager said to take the tag up front and they'd honor the price, since they goofed.
had they not offered that, i wouldn't have pushed the issue or even asked. i'd just have taken the one set i'd planned to get, and paid full price for it.
it wasn't a scam in any way.

The guy saw the figures on a peg that said WWE 2-packs for $18.99, and he asked the store staff about it. There's no dishonesty there. That is not even in the same league as a shady character shoving figures up their shirt and running out of the shop.

Since you don't understand the legal definition of shoplifting let me help you - "Shoplifting is generally defined as taking an item without paying for it or intentionally paying less than the retail price. Shoplifting involves carrying, concealing, or otherwise manipulating any merchandise out of the store with the intent of stealing it. Shoplifting laws also consider it illegal to modify price tags, commit refund fraud, remove a shopping cart or any other commercial property from a store location, or intentionally using an illegal form of payment." and e, I'm not trying to get heat from you, so please don't take it that way. Like I said, in the same situation, I probably would have done the same thing.

believe me, i was surprised when they threw the deal at me like that. and i'm the type that will correct a cashier if they give me too much change. definitely too squeamish/law-abiding to intentionally pull any retail scammery.

Which TRU did you find them at in Downers Grove? I just found mine at the Fox Valley TRU. I had to pay full price, the legends 2 packs were on sale for 18.99

I see this all the time at my TRU. I usually fix the shelves for them though. Yeah...I'm the same way. The past 4-5 times I've stopped at TRU I've spent like 5-10 minutes redoing the shelves...because they are normally a disaster. They have flexforce figs hanging on the basics pegs, 2 packs on the flexforce pegs, ect. Just drives me nuts. I've gone as far as taking the hooks out of the pegboard and realigning them so the cards don't overlap with the figs on the next hook. Maybe I should get a part time job there so I get paid for doing this...lol.

Most stores have a policy that the customer gets the lower price for wrongly marked items. My TRU has AllStar price stickers for $24.99 but they didn't get the figures yet. Right now Legends 2 packs are hanging on their peg.

This, I remember back when The History of the World Heavyweight Championship came out, I grabbed one while they were stocking the DVD, It rang up as 9.99, I told the cashier/manager it was normally 19.99, but she said, "Well it rang up for 9.99 so you get that price we'll adjust our system later" laughing. That's happened with a few items, and they've always given me the lower price.
