I use Cool Edit Pro for any sort of mp3 editing I do. I am a complete novice when it comes to this stuff, and i don't really get deep into anything....
mostly i use it to cut silence, amplify & also decrease my audio file size by changing the BitRates.
My question is...
Is there a way to take multiple files (say a full CD of 12 mp3 tracks) at 320kbps and decrease them all at once to 128kbps?
Or do I have to spend the next 6 months of my life going through every song individually to change it?

If it has a batch process function or something like that, then yeah you can.
