Do the boots from a Basic WWE Mattel figure match up with the legs from an Elite WWE Mattel figure? I'm hoping if I take off the boots from a basic figure, I can use them on an elite figure. Has anyone tried this and confirm if they fit? I just started fix-up attempts and I want to be 100% sure before I start buying figures for parts.

yes they fit, but not like Elite boots do on elite figs. Basic boots will go on, but they will feel like there not on the whole way (they wont make that pop sound) but once the peg and boot cools down, if you have a basic boot on an elite leg, it will stay on there for sure

I tried to put a basic boot on an elite figure and it always leaves a gap between the leg and boot. That pisses me off that they use different parts because I wanted to put some basic boots on some of my elite figures that came with ankles that were so totally ed that the figure can't stand. Can't do it though. None of the basic boots I have will fit the elite figures. Damn parts are different.

You can swap heads and arms but not boots (the pegs are longer on Basics).
The only way that I know how to swap boots would be to lose the extra knee joint and swap at the knee. You lose 1/2 of the articulation but it does work.
