If what Mattel says is true, then yes. However, that's not the case. Kids still like Orton and Rey so they will continue to be in sets whether they are on tv or not.

I honestly cannot remember seeing Rey in anything worthwhile since MITB last year, yet we've had, what, 4 Elites of his since then? So really, mattel's theory is a load of bull. PJ on this forum describes the heavy presence of Orton, Cena and Rey much better, in that they're the "main characters" in the line, akin to Superman and Batman in a Justice League toyline, for example.

Expect CM Punk and Sheamus to become JUST as mass produced between now and next year. As long as Sheamus and Punk stay at least main eventers, and in the title hunt/champion .. they will be the new Batista/HHH (Jakks reference). Big Show is just as bad too. It's gonna be Rey,Cena,Punk,Orton,Show, and Sheamus in practically everything late 2012/early 2013.

But WHY do kids like Cena, Orton and Rey?!
They're all soo dull - Cena is cringeworthy, Orton is boring and Rey is always injured.
Why would anyone want figure after figure after figure of any of these three?

I agree. Nothing has stopped them from making a Rey, Sin Cara (who has benn seldomly seen since MITB last year), The Rock (which we expected in at least one series, but THREE ELITE series within a year for a part-timer!!!!!)

Everything about Orton makes me cringe now. Tired of seeing him and his 3 moves on tv twice a week. Maybe he can use the suspension to work on some better moves.
I still like Cena ok, although he has been stale for a while.
Rey? I can tell you a play by play of how a match will go before it has started. Boring and predictable. That being said, he is very toyetic. He never wears the same attire twice.
But it's like someone said earlier, they are the DC comics trinity. And moreover, I think Rey and all his different masks are like Iron Man in the Marvel Legends with all his different armors.

Unless they are released or leave the company that is the only way you will not see anymore figures of them. Suspensions dont mean much, Evan Bourne of elite 15 proves that theory, he has been suspended twice in the past year I do believe.

I'm not bashing Cena as a character necessarily, just the abundance of figures made which are pretty much interchangeable. Red Cena, purple, orange, green - we get it already.

I honestly think Cena figures do sell, but Mattel made too many at one time for even kids to want more. Especially Cena in his red attire. Just look at how many figures were produced of him in red.
BOPPV Elite BOPPV Basic B15 BP w R Truth BP w The Rock A ton of Flex Forces too. Did I miss any?
He wore the purple attire for a much longer period and there weren't nearly as many figs of him in purple.
Randy Orton is not only Boring but his figures are as well. I have his E2 figure, and I have no need to get another. His look doesn't change that much for ppl to want him that badly. I might spring for his new headscan, but even then I can still get away with buying a Basic and doing a headswap to save some money.
Rey is just Rey... I still smell BS with the "TV time" Mattel like to throw at us. There are other Superstars on TV each week that could either use a figure, or an updated figure more than Rey does.
Santino Marella Jack Swagger Eve AJ (although I am confident she will be "Future Endeavored" by the time Mattel makes her)
This is small list and I can't include guys like Lord Tensai or Mick Foley but when was the last time we a got a good Elite figure of Santino or Swagger. Eve has been a constant and needs to be updated, and AJ has been on WWEs programming regularly.
