Vac Metalized I think. It's how Mattel make the belts shiny. Apparently it costs a lot so sometimes they can't do it depending on the budget of the set

Vacuum Metalisation. Its a manufacturing process (thats actually rather expensive) where the layer is applied directly to a surface to give it (usually) a shiny finish. Its what mattel uses on the shiny belts to achieve that finish however its a whole another step than just painting it a standard colour hence why it costs more.
