So I've been thinking about making a shelf in my display dedicated to just the WWE heavyweight champions. Of all the wrestlers to have held this belt, either Jakks or Mattel have made a figure of all but 4. Here is a list.
Unmade: -Buddy Rogers -Pedro Morales -Stan Stasiak -Antonio Inoki
Jakks: -Bruno Sammartino -Ivan Koloff -Billy Graham -Bob Backlund -Hulk Hogan -Ric Flair -Sid -Kurt Angle -JBL -Rvd -Jeff Hardy
Mattel: -The Iron Sheik -Andre the Giant -Randy Savage -Ultimate Warrior -Sgt. Slaughter -The Undertaker -Bret Hart -Yokozuna -Diesel -Shawn Michaels -Steve Austin -Kane -The Rock -Mankind -HHH -Vince McMahon -Bigshow -Chris Jericho -Brock Lesnar* -Eddie Guerrero -John Cena -Edge -Randy Orton -Batista -Sheamus -The Miz -CM Punk -Rey Mysterio -Alberto Del Rio
So, of the 44 wrestlers that have held the title, Mattel has made 29 of them already. So, that's not bad. Jakks has made 11 of the wrestlers that Mattel hasn't got to yet to fill the holes. That only leaves the 4 listed above without a figure by these 2 companies. And as far as I can tell, the only one of those four that has a figure from any other company is Inoki, which he has several from various figure lines.
So, there you have it.

Jakks didn't have Savage...So how does that figure in?

I remember thinking of this when Jakks had the license and the only ones they didn't have at the time were Buddy Rogers, Stan Stasiak, Pedro Morales and Macho Man (Antonio isn't always considered a former champ). Since then Sheamus and Del Rio have been added. Mattel obviously has a long ways to go and unfortunately seems to have no intention of filling in the gaps. I collect a figure of every WWE and IC champ and would like as complete a collection as possible, but Mattel is only focused on repaints Although Mattel has one more than you listed

Jakks didn't have Savage...So how does that figure in? Yeah....But Mattel made one, so that's how it is figured in. I made a list of everyone not made, everyone Jakks has made that Mattel hasn't, and a list of Mattel.

If any of the remaining three/four had a SHOT of being made, JAKKS would be the one to make them. I would be VERY surprised to see Mattel make any of those three/four.

I'm surprised we've never seen Buddy Rogers. I mean, the Guy was the first WWE Champion.

Use Jakks' Freebird Buddy Roberts as Buddy Rogers. I've always felt that Jakks made a mistake by putting him in with the Freebirds because he looks exactly like Buddy Rogers and looks nothing like Freebird Buddy Roberts.

I would actually say Mattel has much more of a shot then Jakks does. Simply because Mattel making has a 0.000000001% chance of it happening and Jakks as a 0%, seeing as how they dont even make Legends figures anymore.

I too feel the freebird Buddy Roberts figure looks more like Buddy Rogers.
