So this is from TNA's official preview:
-This week on Impact, it's the return of "Championship Thursday" and the TNA Television Title will be defended! 4 competitors will vie for the right to compete for the TV Title. Who will Hulk Hogan select?
Are we to assume that Devon will be working one last match to hand off the title? I tend to believe that they are going to put this thing on RVD and let him make it his own title. I kind of wanted to see this go on a young guy, but unless they are going to put it on Kenny King I can't say there is anyone that I want to come right out of the blue and win it. Magnus would be a cool guy to put it on imo and he has built some steam recently but is technically feuding with Joe.
The only thing I don't like about this championship concept is that they leave it to Hogan to do the process of elimination thing which I think is stupid.
Anyway what are your thoughts on who should win the title? Hogan apparently wants Devon resigned so would you rather see that happen and have the title kept around his waist?

Magnus should win it and defend it against Joe at Bound for Glory. I can see it being Anderson/RVD/Joe/Magnus and Magnus getting the belt and like you said vs Joe and put RVD/Anderson in the TNA/A&8 match

I'd like to see a re-designed, smaller TV title belt. I find myself wishing Bully Ray would win the title. He came so close to winning the World title (storyline-wise) this could be retribution. Have a solid push towards the World title.
Just a thought, but doubt it will happen.

I wouldn't mind seeing Joe, Magnus, RVD and Mr. Anderson, then have D-Von present the belt to them.
We all know D-Von is gone so if he's in the match we KNOW he's not gonna win thus making his spot in the four way meaningless.

Devon's profile has been removed from the Impact roster page and the TV title says TBD, so I'm pretty sure we won't be seeing him lose the belt.
TNA really should make this belt the midcard title, like the WWE IC belt. But instead, it feels like the WCW TV title towards the end of WCW - completely and totally worthless.
And it's going to be either Samoa Joe (yeah), Mr. Anderson (okay), Magnus (meh) or Garrett Bischoff (please no please no please no).

Knowing the negotiations weren't going well, TNA should have had Devon drop the belt while he was still under contract. I'm sure they were hoping it would help get him resigned, but they need to make better business decisions in the future.

Why the is Garrett Bischoff even being considered. I'd rather see Earl Hebner wearing the TV Title than him. I'm fine with any of the other three and kind of expect it to go to Anderson since he has nothing going on.

I hope they have a new title belt. 100% agreed. It's Loooong overdue. Nothing like trying to legitimize a division with a hand me down title . Serioulsy they've made 2 new world titles in the span of a year and a half. It's time.

TNA doesnt have a good midcard imo pretty much every upper midcarder rotates in and out the World Title Scene or is the Tag division (Hernandez, Kaz/Daniels)

Imo, the TNA TV Title started to come around again as Devon's belt. He defended it around 8 weeks straight, and then the BFG Series took its toll on the overall booking of the shows. The X-Division title doesn't even get booked now. How could a secondary title survive?
A new design would be nice, but I'm just upset Magnus didn't get a shot tonight at the title. Hope Joe takes it, although can see Magnus interfering a mile away.

Definitively looks like Devon still has the belt and Joe just used the old World title. He even tried to make sure the face of the belt was hidden by holding it to his chest and staring at it. It was visible, but not for long. My guess is a new one is being made and will probably debut by BFG, or at least one would hope.
