I use Elite 9 with a Basic 19 head on it....so it's basically the same thing as the Elite 16, but Elite 9 had a cloth shirt and I prefer that to the horrible rubber ones.

It's funny, I have a ton of Figs but no Orton yet...just recently caved on an E17 Cena I usually don't like John Cena figures....but I gotta say the Elite 17 John Cena is one of my favorite figures. Now that they gave him a completely unique set of body parts just for him....the look of the figure is so much better. All of the pre-Elite 17 John Cena figures just looked off, as his body type in real life is pretty distinctive and unique and the parts they were using pre-Elite 17 just never captured that.

I'm going to say Elite 9. 16 is a good sculpt, but not a good scan. The likeness just isn't there, but it looks very cool nevertheless.
There have been threads before about the eyebrows on figures, specifically about the ones that miss the mark looking bad, but it goes beyond that. Elite 9 Orton's scan doesn't have sculpted eyebrows, so the paint app can go anywhere. If you take E9 and compare it to E12 with the same scan, it becomes very obvious how important the eyebrows can be towards tying down a certain look. E9 looks pissed. E12 looks bewildered. And a good number of E12 figures had one solid eyebrow and one eyebrow painted as dashes. After receiving mine and it having that problem I decided to check the ones I saw in the store and they all had the same problem.
Elite 9 also has the best shirt. The only thing I would have wanted different would have been for them to not paint his hair and have him bald like the pic on the package. However, the painted hair doesn't look bad. The hairline is incorrect, but when the did correct it on the Battle Pack figure with that scan (the one with Mason Ryan) it looked awful. I'm referring to his real life widows peak that they used to omit.
If I had to say 2nd best, then Elite 16 all the way. I like the color green a lot, and the sculpt is very detailed. I also think the All-Stars 2 pack looked cool, a testament to how a good coat of paint can really sell a figure, because the same scan was used on E2 and that figure looks abominable.

It's funny, I have a ton of Figs but no Orton yet...just recently caved on an E17 Cena Same with me. Finally picked up E17 Cena yesterday and I love it. Still can't find just the right Orton. I like the black/green E16 trunks, but hate the head sculpt.

they all look the same to me.... other than the heads. the best head is also an outdated one now, unfortunately, E16....
As for Cena I have the purple shirt one mainly because I like purple, though I might get a newer one with the cena specific body mould and just do an arm swap so he has the purple arm gear... I'm not a huge fan of the head though either.

I just recently bought my first Mattel HHH (BOPPV). Ill always grab a rare fig over a shelfwarmer because I know I can always find one. As far as the right Orton. I started off with WMH Basic as I was a huge and I mean HUGE fan of him back in his IC Title/Legend Killer days. Then I recently got the BP with Mason, and besides finally having an updated Sleeve tattoo,bearded Orton it wasn't great. The headscan sucked. So finally I decided to search for the Summerslam Heritage Orton, as it catches his finest moment ever imo. And I finally found one one Clearance none the less on Mattel Shop. So I think I finally got the right Orton. But well see. I really think the elites are kind of crappy and make him look like a skeleton. But that's only the case with Orton.

Went with E16. It's available and personally I like it the best. Orton wasn't going to be wearing a shirt anyways in my collection.
