As much as Heel CM Punk is the best thing on TV right now, this is how I would book the build to Wrestlemania 29..
As the odds are stacked against CM Punk for his match against The Rock, CM Punk becomes 'self destructive', demanding Heyman 'fixes it' (similar to the night of the Ryback/Maddox/Ambulance angle.) Have CM Punk defeat The Rock following interference from Brock Lesnar.
As Punks ego grows, he becomes reluctant to give credit to Brock/Heyman for their part in his victory at RR, leading up to Elimination Chamber where Punk is due to defend the championship inside the chamber, which also features Lesnar and The Rock. Have Brock Lesnar provide a beat down on Punk inside the Chamber, hurting him in a way which ejects him from the match without being pinned (Kimura, as long as Punk doesnt tap inside the cage), much to Heymans horror. But then to Heymans delight, have Lesnar win the WWE Championship.
As the new 'Era of Brock' ensues, Heyman denounces his allignment with CM Punk, leading to a still-injured Punk returning to jump Brock Lesnar, taking the fight to him in believable fashion. Thus leading to the return of Triple H in an authority role, who informs Brock that since Punk never lost the WWE Championship there are 2 WWE Champions (Punk and Lesnar), and a unified WWE Champion will be decided at Wrestlemania.
Going into the match, Brock can be unstoppable. WWE could play on the 'dangers' of Punk stepping in the ring with Lesnar airing footage of Cena/HHH/HBK's encounters with him in 2012. Typically, Punk could answer these accusations claiming he will beat an MMA fighter on the grandest stage of them all to prove he is 'The Best in the World'.
Have Punk beat Lesnar at Mania, winning (back) the WWE Championship with his 400+ day reign still intact. Could even be a good oppertunity to debut the much anticipated 'new' WWE Championship belt design.
...Meanwhile, The Rock challenges CM Punk to a rematch after the RR, only to be interrupted by The Undertaker.
Thus leading to a Punk/Lesnar 'Best in the World' themed title match, as well as having The Undertakers legendary unbeaten streak go up against the man whom beat John Cena to earn the tagline 'The Greatest WWE Superstar of all time".
The Rock responded to Daniel Bryan using the term 'Greatest Superstar of all time' on Raw 1000. Surely that claim will be challenged by the holder of the greatest undefeated streak in the history of the sport..? If this happens, both men will make limited appearances, so not alot more elaboration is needed really.
The tag-line of 'Who is the greatest WWE Superstar of all time?' is a big enough selling point for this match. The Rock could work through the WWE Title match at EC in his quest to add the championship to the already prestigious WM main event with The Undertaker, as well as to get his hands on Brock Lesnar.
