If you asked me this 10 years ago I'd say The Rock, but I don't even desire a transitional title run for "Dwayne." Punk, honestly, should be champion come wrestlemania. If hogan could do it, why not punk. They've let a villain run rickshaw this long, they need a legit threat to end his run and rock is one but he's a made star they need one to be made. Guys like Ryback, Kofi Kingston, Daniel Bryan, ect

D-Bry is most qualified but he already had tons of title matches this year.

The Rock, Punk's Reign has run it's course now, yeah he's in the 400's but he's not getting close to the 1000's so it's just a matter of time before they end it

I'm going with punk. I don't think rock would show up full time if he won the championship, and in my opinion that doesn't sound very good for business.

A lot of people who answered are thinking purely in terms of wrestling storyline-wise. However, the business aspect must be considered as well.
If the Rock wins, he gets the belt which is a good thing for the company business-wise. GI Joe: Retaliation is coming out in March, which means that he's going to be doing interviews which he will probably do with the belt on his shoulder, kinda like Miz did during his reigns.
Wrestling-wise, it is kind of sad for a 400+ day title reign by a heel like Punk to be ended by a half-time wrestler. However, again, a high-profile match with the Rock is something Punk never has had the chance to do. If they have a re-match at Wrestlemania and Punk wins the strap back, it will be HUGE. It will give Punk the necessary star power to elevate other stars by himself so that the next person who does beat him for the strap will be elevated as well.
Therefore, for now, it is better if the Rock wins it and keeps it until Wrestlemania.

Would WWE really want to run from the Rumble to Wrestlemania with no wwe championship at Raw house shows ? Can't see it myself, as much as the title has lost some significance it's still one of the major promo points for house show advertising.

The Revenues generated from the Rock having the belt is greater than the Revenues they can expect from house shows. Nothing ever happens with the WWE champion at house shows anyways.
