I'm not sure what to do. Should I just try and clean the figure up and be done with it? They aren't scratching off, I'll have to use nail polish remover or something. I thought an Austin base would be good for a late 2002 Hogan but this is almost unusable.

thats suck nail polish may help but for sharpie and pen it usually doesnt

I don't know if you got that off of Evilbay, but that sort of thing is the reason I never buy anything from guys with blurry pics. Hell, some of the guys who only sell wrestling figures on there and have ebay stores have some of the worst cameras.
I don't think I've ever taken a chance on a blurry pic and it not be in that kind of condition.
If it's not coming off, does it look like marks or stains. It's a little hard to tell in the pics. If it's stains, they likely aren't coming off. If the head is being used as the base for a custom, and you're sure they're just scratches, I would recommend a magic eraser. Take the corner of one with your fingernail and be persistent. I had to do that to my Elite 17 Cena, because he had black scuffs from wearing his hat in the package. Now he looks fine. Word of caution, don't scratch to hard, it will eventually dull the plastic if you do it too hard or too much.

looks like ink stain based off your pics. once that bleeds into the plastic its almost impossible to remove.
