This is my opinion and if I saw it happen I might not have liked the idea, but think about it like this.
HBK only held 14 titles his whole career.
I maybe wrong but only held the WWE title 3 times.
And he's a hall of famer.
I think he should've had one more run at WM 23, but that would make super Cena weak, so why not at Backlash that year? Or against Orton at Cyber Sunday? Thoughts?

The amount of times you've held the belt really isn't relevant. I doubt he's sat at home looking over his career, sad that he only won the belt a certain amount of times. He didn't need to win it, so he didn't and in the process made several people (Cena & Orton for example) look great.

And Hogan, but that I think is stupid, Hogan was a Legend who should've lost at Summerslam, I still think he could've held it one last time, before his run was out. But hey, just like a$$holes, everyone has an opinion.

He didn't want the responsibility and workload of being WWE champion. And he understood that he was already a made man and a special attraction, and that the title was better used helping give newer talents like Cena, Batista, Edge and Orton credibility.

It would have been cool to see him get a last run, but he really didn't need the title at that point in his career. He was over and important with or without it.

He's one of those guys like Jericho who doesn't need titles. Emphasis on the need.

Ive thought about this so many times....especially when Cole has to bring up the fact Cena's been a 10x WWE champion.
Shawn Michaels is regarded as the greatest in-ring performer of our time. He was the top champion 3 times. Back when they didn't need to use titles as props to keep a guy on top. It's a shame what the business has become, where it's all about overselling everything and making everything seem bigger than it is.
I wish HBK had realized his time was coming, and had agreed to do "one more run" because in the end, it would have just added a nice final mark on his career before the Undertaker matches.

His World title win was pretty badass at Survivor Series 2002. I know it's not the WWE title, but it was still a good win.

I don't think anyone in history need a title any less than Shawn Michaels to get over. It bums me out a bit tbh, but he still had an amazing career.

HBK didnt want the work load of working house-shows, and as you said, he was a big enough attraction without being labeled as a champion. Meanwhile, in 2013..

I think Rock and HBK were/are in very different headspaces. Rock still wants to come back and be THE main event since hes such a hot commodity. In a way, you cant blame him and the rating support this. I think HBK wanted to come back to continue to put onthe best performance of the night and change his backstage reputation to a point. Rock is more popular and still can go so he will be treated differently than HBK who is a wrestlers wrestler and a legend but not quite the mainstream level of rock.

HBK didn't want to be champion. He knew his time was up as champion, plus when he first won it at Survivor series, there's no way he could've thought his body would hold up. Then he kept getting more and more injured, then taking time off later on and coming back. There was really no perfect time to put the belt on him because they needed to establish Cena and Orton with the gold. The Rock got the belt to make Cena look even bigger when he wins it and to make WM 29 the biggest grossing Wrestlemania of all-time.
