He doesn't need to appear on Raw every week, the same as the WWE don't want him wrestling for free on weekly television. He paid his dues over a decade ago when he became the Superstar and multi-time Champion that he was, in the middle of arguably the WWE's most successful period, the Attitude Era. The time was right to venture new waters and he earn't himself a ton of money in Hollywood. He stayed away until the time was right, when he'd get rewarded with the 15 appearances a year big money contract that deep down, every Superstar wants to get.
It's absolute logical business that for your biggest Show of the year, you put your Companies main Championship on there most mainstream Star, to give them the biggest possible ounce of mainstream publicity building to there biggest Show, Wrestlemania.
Enjoy it for what it is while he's here. He's not going to become a full time Superstar feuding with talent left and right. He doesn't need to. I agree, his same weekly promo's are nothing close to what we got with The Rock of 10 years ago, but I'd rather have him there than not at all.
People talk about how the WWE should be building for the future, when really, they're doing it the best possible way. By having The Rock Main Event there biggest Show against there biggest current star John Cena, it's catching the eye again of the casual fan, and even bringing back old fans that used to watch in the Attitude Era. If they were to keep the likes of Triple H, The Rock and Brock Lesnar away, then yes a Main Event of Daniel Bryan vs CM Punk for the Title might appeal to those who watch the product on a weekly basis, but it sure as hell doesn't help the Company to grow and attract attention from the casual fan on the street.

I agree with Dan. The Rock paid his dues a long time ago, and I'm quite glad he had the break as it's fresh to see him on the TV again.
Unlike Cena, who has spent eight years in pretty much every PPV main event and everyone is pretty sick of.

That's strange, as I recall him being a wrestler before an actor... I also seem to recall his father and grandfather being wrestlers.
I can't blame The Rock for wanting to leave when he did all those years ago, it's a tough, brutal business and he wanted to get out before he wrecked his body and try and have a go at something else that he was passionate about.
The Rock isn't here now for the money. He could give half of it away, never work another day in his life and still live luxuriously for the remainder of his years. He's here because he loves wrestling. End of.

I don't have a problem with him being back even as a part-timer (same with Brock), cause he definitely adds ratings/buyrates to the show and makes whatever match he's in a main event.
that said,I DO have an issue with him being the WWE Champion,and the top guy in the company, when that spot is meant to be used to help promote WWE not only within wrestling,but as much as possible outside of wrestling,into the mainstream and pop cultures. this is something that Dwayne cannot do properly at the moment.

No they aren't really using his appearances correctly.
They are drawing casual fans back in with his presence, but what exactly is WWE doing to keep those viewers? Instead of Rock coming in with the same weak ass promo, have him main even Raw after being interrupted by someone like Cesaro or Ziggler. That way Rock gets the W, but new guys get exposure.

I think he is fake, but not for what we see through wrestling, watching non wrestling interviews makes me think he is not genuine. I think he has been putting a fossad on for so long he has tricked himself into being that person. Hollywood seems to do that to people.

Wow, I hate using this term, but you really do sound butthurt. If anything, you should just be mad at WWE since they're responsible for making him the champion and writing his promos, at least according to Randy Orton.

You do realize that his publicist more than likely booked him for Leno months ago to promote GI Joe: Resolution and just because he didn't bring the belt with him or mention WrestleMania everyone gets so goddamn butthurt over it. Hell, he gave Michael Strahan a replica WWE Championship on the Kelly and Michael show last week as well as mentioning WrestleMania and GI Joe.
IMO, in the WWE's eyes The Rock has a lot of crossover appeal and has 5 movies coming out this year, so it would be dumb not to have someone that can still bring people and money in to the business.
