There is some piece of plastic that is rectangular shaped in the back of E19 Ziggler. I am not planning to waste my time to remove it so I'm going to just return it. Has anyone seen something like this on their figure before?

my guess is that it's the black rubber spacer Mattel places between the upper chest and abs. It's probably used to keep ab crunches from being too floppy. Looks like someone at the factory screwed up.

It's an easy fix (DA Big Show had a common problem where the stopper peg would break off), but I don't blame you for returning it and getting a new one.

I tell them it's broken so nobody else buys it. Never had a problem. I had to return a DC figure today, the arm felt like it was glued stuck. Tried heat, hot water, cold, nothing worked.

Looks like the inner plastic. I thought factory error too. I love Elite collecting, but It seems these errors are common. For Mattel, it's sloppy.
