I honestly don't think Vince knew what to do with the Cruiserweight Division when he bought out WCW.
What made the WCW Cruiserweight Division so great was that WCW was willing to bring in guys from all over the world to compete for the championship and in matches within the Division.
This is something that Vince never carried over. He had 10-15 guys at anytime that could compete within the division during its run but they were mostly booked in tag teams and stables to pad out the Smackdown Tag Team Division at the time. If you had the Mexicools & London & Kendrick constantly competing in the division with guys like Hurricane, Rey Mysterio & Chavo the division would have continued to be a highlight for the "Blue Brand" Instead the WWE overbooked four or five guys at a time and made the fans generally not care about the division. By the time they gave the belt to Hornswoggle they didn't have any cruiserweights left in the company who they were booking within that division. Rey was in the world title picture and Chavo was floundering and jobbing to Hornswoggle week in and week out.
The Cruiserweight Division, when it was in WCW, to me at least, felt like it was almost on par with the World Title. WCW's tag line was "Where the Big Boys Play" and that was completely true of their World Heavyweight Division, while the Cruiserweight Division gave us the fans, and the smaller wrestlers, a championship that was highly contested and no one knew who would win from one night to the next as all it took to lose the belt was one mistake. Which I honestly believe really helped up the importance of the title.
At least until Vince Russo came over. That was the true beginning of the end for the Cruiserweight Championship. Russo was a Vince McMahon guy and I never felt he ever knew anything about the wrestling business let alone the WCW Cruiserweight division. As WCW began to tank the Cruiserweight Championship was the first casualty. Especially when Madusa and her "boyfriend" Evan Karagis where feuding over the title (Rehash of Chyna winning the IC Championship). From that point on I knew it was just a matter of time before the Cruiserweight Championship faded into obscurity, unfortunately it took the WWE burying the belt into the ground for it to finally happen.
If the WWE was to bring back the Cruiserweight Championship I would love for Vince & Company to go back to the old way WCW ran the division, bring in Cruiserweight workers from all over the world and let they go out and do what they do better than anyone on the planet and entertain the fans. The division should pick up right away with this booking style as I think that once again the Cruiserweight Division can have us all guessing who will win from night to night.
Unfortunately I don't think anyone within the WWE share's this vision, especially Vince, who after all will always have final say in the product the WWE produces, right up until he passes away and Triple H and Stephanie fully take over the company and maybe, just maybe Trips can convince his wife to fire all the soap opera writers and the WWE can get back to being all about the second letter in their name and not the third.
