So for the most part people agree that Raw in 2003 was pretty lackluster and even terrible at some points. With the huge roster in 2003 for both shows, its a shame that Raw was pretty bad while 2003 was arguably Smackdown's best year. So how would you guys rebook the year?
1) Make the Steiner/HHH match at the Rumble a quick Street Fight. Considering both guys were dealing with some big injuries at the time, it still amazes me that the WWE would put these guys in a 25+ minute normal match. Neither guy at the time could realistically go a 10 minute normal match, let alone 25. I'd have booked these guys in a quick 8-10 minute street fight so these guys wouldn't have had to do much actual wrestling. After this, I'd have removed Steiner from the World Title picture and booked a match of Evolution against Steiner, Booker T, Goldust, and Shawn Michaels. This way we don't have to sit through another Steiner/HHH match and it could be the start of the build for HHH/Booker T for wrestlemania.
2) Booker T wins the World Title at WM19 - Considering Booker T was easily the most over face on Raw (besides HBK) at the time after the burrials of RVD and Kane, a face not named HBK desperatly needed to go over HHH at this time. HBK was believable against HHH, but we had no clue if he was going to stay around long term at the time. Kane and RVD's momentum had been squshed in 2002, while the Steiner experiment failed. Add to the fact that the WWE made this feud all about race, and Booker needed to go over. Not only were fans begging for it, but Raw needed a top face at the time when it had none. Rumor has it Booker was going to win before the WWE signed Goldberg right before WM19. Whether this is true or not, Booker should have still gone over. Booker was in it for the long term, and there was still enough time to give Booker a title run and build a HHH/Goldberg feud.
3) Keep the World Title out of the HHH/Nash/HBK feud - This feud was about HHH taking the fall for the MSG incident. It had nothing to do w/ the World Title. Hell, the title become second rate during this feud. I'd have kept this feud exactly how it was, but w/ Booker as champ, it would have allowed him to work w/ guys like Jericho and RVD in the World Title picture until after HHH finished w/ Nash. Considering Booker suffered a major back injury right after Bad Blood, HHH could have taken the title back on a Raw following his HIAC match w/ Nash to allow Booker time off.
4) Goldberg wins the Elimination Chamber - One of the dumbest decisions ever was for HHH to retain here. It totally killed any momentum Goldberg had, and the fact that HHH could bearly walk after tearing his groin makes this decision even more of a joke. With HHH being cocky after having just taken the World Title back from Booker T, I'd have given Goldberg the win at Summerslam, have him defeat HHH clean at Unforgiven, then have had Kane destroy Goldberg to look like a monster again but also getting DQ at Survivor Series to allow HHH time off to film Blade 3 before taking the World title back at Armageddon.
5) Make Kane a monster - First of all, I was and still am totally against the unmasking of Kane. But if it was to be done, it had potential. Instead, he was put in a feud w/ Shane McMahon who was made to look on even ground w/ Kane...WTF?! I'd have had Kane destroy faces and heels. Have him go through RVD at Summerslam and then Jericho at Unforgiven, both with ease. Then I'd have had him injure Goldberg in the lead up to Survivor Series and then allowed Kane to destroy the already hurt Goldberg at the PPV w/out taking the world title to allow Kane to look great while also allowing Goldberg to keep the title.
5) Build up Christian and RVD - Even with most of his momentum gone after his 2002 feud w/ HHH, he still was pretty over with the crowd. I'd have still had Christian win the IC Title at Judgement Day, but he then would have gone into a feud w/ Goldust until RVD was done w/ Kane. RVD and Christian put on some great matches in 2003, and I'd have had them trade the title a few title until RVD finally came out on top until Randy Orton took it at Armageddon like he eventuall did.
Sorry if its long but just a few things I'd have done w/ the top feuds. Theres more I'd have done w/ the tag division and lower card.

I definitely wouldn't have changed Kane's unmasking, it was the one thing that rejuvenated his career that year after the Katie Vick debacle almost killed him beyond repair, he had become extremely stale & needed to be freshened up, I think a world title run should have happened at some point after the unmasking though.

I really wished Kane had kept the half shaved hair and goatee look he had the night he unmasked. I never really understood why they changed it to the bald head/clan shaven look so quickly.

Yes, everything you suggested would've made it much better than it was.

Personally I have always loved 2003 Raw, to the point where I would say it was (along with 99) my favourite year of Wrestling. So many good fueds happened, I for one loved the whole Kane thing (including Shane too), and the rise of Goldberg was awesome, loved it all.

I guess my biggest problem with his unmasking is that right after his quick feud w/ RVD, Kane was once again made a jobber to the stars. Having Shane McMahon portrayed as being atleast on the same level as RVD and Kane didn't help, and then by WM20 he was once again back to being a jobber to the stars. His unmasking was a chance to turn him back into the unstopable moster he was in 1997/8, but instead they continued to drop the ball w/ him.

Before we start I want to say I would not have put Batista together with Flair prior to the forming of Evolution. I'll have Batista come in at a later date. Also what I will do will ruin a bit of Smackdown's plans but too bad.
Here we go.
Scott Steiner is gunning for HHH's world title and they do fight at the Royal Rumble. The whole time between the start of the feud and the Rumble, Triple H keeps saying "The match is for the title. The match is for the title." They do a contract signing and all that business that goes with it. So they fight and in about 15 minutes Scott Steiner wins.
JR is going nuts putting over Steiner and bashing HHH saying how good it is that he is no longer World champion. The ref has the title and is about to hand it to Steiner when Ric Flair gets in the ring and grabs the belt and rolls out of the ring with it. Flair hands the belt to HHH and Steiner chases after them.
The next night on Raw Steiner is demanding Flair and HHH return what is rightfully his. HHH and Flair come out and say Steiner obviously didn't read the contract for the match. If he did he would have seen that the match was not for the World Heavyweight Championship.
Suddenly Randy Orton attacks Steiner from behind. Steiner is laid out and JR is questioning what is in the bag Orton brought into the ring. Randy reaches into the bag and pulls out the IC title and lays it across Steiner. That is the title HHH was talking about and the title he signed to fight for at the Rumble.
Steiner says he wants HHH at No Way Out for the World Heavyweight Championship. Bischoff says Steiner will have the chance to face HHH. He'll be put in a match against another man who deserves a title match, the last man from Raw in the Royal Rumble, Kane. Steiner vs Kane happens and Randy Orton and Ric Flair get involved and the match ends in a no contest.
Bischoff announces at No Way Out there will be a fatal four way match. Kane vs Scott Steiner vs HHH vs...Randy Orton. Both titles, the World Heavyweight and the IC will be on the line. If Steiner gets pinned whoever pinned him becomes IC champ. If HHH gets pinned whoever pinned him becomes World champ.
The event rolls around and HHH and Orton team up in the match to defend H's title. Steiner and Kane are at odds as both want the World title. They knock HHH out and send Randy out of the ring. Steiner pins HHH but Kane pulls him off. Kane goes to pin HHH but Steiner pulls him off. Steiner and Kane argue and push each other. Kane grabs Steiner and chokeslams him. During this HHH has gotten up and after the chokeslam HHH pedigrees Kane. Flair throws Orton into the ring. HHH grabs Orton and pulls him over Steiner. The ref counts to 3 and Orton becomes IC champion. HHH, Orton and Flair celebrate.
Next night on Raw the main event is HHH and Orton vs Steiner and Kane. There is still some tension between Steiner and Kane from costing each other the World title the previous night. Kane goes to tag in Steiner when Steiner jumps down from the apron. He walks away as Kane is left by himself. HHH, Orton and Flair jump Kane and beat him down. Steiner just keeps walking.
Next week, Kane is furious and calls out Steiner. Instead Evolution comes out. They mock Kane and Steiner. They approach the ring and get in. Kane tries to fight them off but he fails. Steiner runs out with a pipe and clears house. He doesn't hit any of Evolution they just run away. Bischoff puts Kane and Steiner together again but in a 3 on 2 handicap match next week on Raw against HHH, Orton and Flair.
Kane and Steiner come out for the handicap match. Booker T is accompanying them to the ring. Brawl ensues between Evolution and Steiner/Kane. Booker rolls in the ring to even things up. Batista comes through the crowd and helps Evolution beat down Kane/Steiner/Booker.
Kane/Steiner/Booker are in the ring the next week talking about how they need to even the sides. Since Evolution has 4, they need 4. Rob Van Dam joins the group. They challenge Evolution to a fight. Eric Bischoff comes out and says there will be an elimination fatal four way between Kane, Steiner, Booker and RVD. The first two pinned will team up at WrestleMania to take on Lance Storm and Chief Morley, The Dudleyz and Ric Flair and Batista in a fatal four way match for the tag titles. The third man eliminated will face Randy Orton for the IC title. And the winner will face HHH for the World title.
Kane eliminates Scott Steiner first making him one half of the tag team. Steiner then attacks Kane. Booker takes advantage and pins Kane. Kane is the other half of the tag team and will have to work with Steiner. Booker and RVD fight with Booker coming out on top. RVD vs Orton and Booker T vs HHH is set.
WrestleMania comes around and in a segment early in the show HHH warns all of Evolution, including himself that they all better walk out of Mania as champions OR ELSE.
Fatal 4 way tag match happens and Kane and Scott Steiner somehow co-exist and are able to win the tag titles. The IC title match happens and RVD beats Randy Orton for the title. Finally the World Heavyweight title match ends with Booker T defeating HHH for the title. In a segment before the main event, HHH is destroying Evolution's locker room and yelling and swearing. He says he is not pleased and there will be consequences.
Raw starts off with JR informing everyone that Eric Bischoff had a family emergency and will not be at Raw tonight. Cue Evolution. HHH says since Bischoff isn't here that he is putting himself in charge. He demands a rematch for the World title. A rematch for Randy Orton and a match for Flair and Batista against the new tag champs.
RVD defeats Orton again. During the tag match A-Train and Big Show made their way to the ring and absolutely destroyed Kane and Scott Steiner. They had to be stretchered out. In a backstage segment HHH told Show and Train he'll get them anything they want in exchange for what they did. He says he "has some pull around here" and can help them out. In the World title match, interference by Flair backfired and cost HHH the match. After the match, HHH viciously attacks Booker with a sledgehammer to end the show.
On the next Raw, HHH says Bischoff still isn't there because of a family emergency. He says the attack by Big Show and A-Train have caused serious injury to Kane and Scott Steiner. The injuries are so severe that they'll be out many months. Since they'll be gone more than 30 days and won't be able to defend their tag titles he says he is officially stripping them of the titles. He says there will be a match later on to declare new tag champions.
Booker T is shown arriving at the arena. He gets out of his limo with a bandage on his head and taped ribs, he is carrying the title. Out of nowhere Chris Jericho savagely attacks Booker. Refs and agents pull Jericho away while medics tend to Booker.
Flair and Batista come out for the tag title match. HHH says their opponents will be a beloved tag team that everyone tunes into Raw to see. A team that comprises of a man who has done it all and a man who constantly belittles and attacks Evolution. The team Flair and Batista will face for the tag titles will be Jim Ross and Jerry Lawler. The announcers are shocked and outraged. Orton and HHH grab the pair and make them get in the ring. HHH and Orton take over the announcing duties. The match ends when JR taps to the figure four.
On the next show JR opens the show saying Bischoff is still not there and the CEO, Linda McMahon will give him until next week's Raw to return her calls. If he does not then she will name a new Raw GM.
HHH and the rest of Evolution make their way to the ring. HHH says Jericho's attack on Booker will cause him to miss action for several months. Due to that the World title is vacant and a match will take place tonight to crown a new champion. It will be himself vs Maven. HHH easily wins the match and the title. He grabs a mic and says at Backlash he'll defend the World title against Chris Jericho since he owes Jericho a favor for taking care of a certain problem.
On the last Raw before Backlash, Linda McMahon kicks off the show by announcing Eric Bischoff still has not returned her calls. She says he won't return anyone's calls. She says she is deeply concerned. She says she regrets that she must remove Bischoff as General Manager and announces the new GM, Stone Cold Steve Austin. Austin says he'll honor the champions as they are and will allow HHH to face Jericho at Backlash but from here on out he calls the shots not Evolution. He says RVD will defend the IC title against Jeff Hardy at Backlash and Flair and Batista will defend their titles against The Dudleyz. Later in the show Evolution attacks Jeff Hardy (thus writing him out of the company). Austin says he will not give in to Evolution trying to get Randy the IC title shot. He says replacing Jeff will be Shawn Michaels.
At Backlash, all the champions retain their titles. The night after Backlash Steve Austin starts a tournament for the number one contendership for the IC title. The participants are Christian, The Hurricane, Randy Orton, Goldust, Maven, Al Snow, Lance Storm and Spike Dudley. Flair and Batista will defend their titles against 3 Minute Warning. He also asked HHH to come to the ring, which he did. He then announced HHH's opponent at Judgment Day, Shawn Michaels.
The following week, Randy Orton, Goldust, Christian and the Hurricane advance in the IC tournament. Later on, Steve Austin is found laid out in his office.
The Raw before Judgment Day, Orton and Hurricane advance to the finals of the tournament which will take place at the PPV as well as the IC match. Steve Austin comes to the ring and says he doesn't know who attacked him the week before but he'll get to the bottom of it.
At Judgment Day a miscommunication between Rosey and Jamal result in their losing the tag match. Afterward Rico slaps both men and leaves. Orton won the tournament and beat RVD for the IC title. HHH defeated HBK. After the match Kevin Nash returned and powerbombed HHH.
The next night, Evolution celebrates having all 4 titles and Steve Austin is found laid out again. The week after Linda McMahon announces Austin will be out of commission for a while due to his injury and is appointing an interim GM, Mick Foley. Foley announces Nash vs HHH for the World title at Bad Blood. And Ric Flair, Batista and Randy Orton would defend their titles in a 6 man tag match against the team of Goldust and Shane Helms. RVD would be on their team and would get the IC title if they won.
All the champions retained their titles at Bad Blood. The next night Goldberg announces he has his eyes set on becoming World champion. Mick Foley says he'll give Goldberg the shot if he can defeat the other members of Evolution. Over the course of the next few weeks, he does so he gets the title match at SummerSlam. The Dudleyz and La Resistance feud for a tag title shot, which Foley gives to both of them. So it will be a triple threat tag title match. At the end of July, Mick Foley teases he has signed someone to Raw from Smackdown and that person will be receiving an IC title match at SummerSlam. The next week the person is revealed to be Matt Hardy.
SummerSlam comes and Flair, Batista and Orton retain their titles. In the main event of HHH vs Goldberg, Goldberg was down after a sledgehammer shot that the ref did not see because Flair was distracting him. HHH covered Goldberg but only got a two. HHH and Flair were frustrated. Goldberg remained on the mat. HHH tried again and still only got 2. Flair got in the ring and hit the ref from behind. Flair and HHH put the boots to Goldberg. The sound of glass shattering fills the arena and Steve Austin returns. Flair goes after Austin but Austin delivers a stunner. HHH has the sledgehammer and swings it at Austin but he ducks. HHH turns around and Austin hits him with a stunner. Goldberg has gotten up at this point. He grabs HHH and does the Jackhammer and covers him. Austin wakes the ref up. The ref counts the 3. Goldberg is the new World champion.
The next night HHH calls out Austin and demands a rematch against Goldberg since he was screwed out of the title. Austin says HHH will get his rematch tonight. During the match Big Show and A-Train tried to help HHH win but the Dudleyz came out and fought them off. Goldberg went for a spear but HHH moved out of the way and he speared a ref. Flair grabbed a sledgehammer from under the ring and was showing it off when Steve Austin came out on a 4 wheeler and chased Flair to the back. HHH went to get the sledgehammer when someone jumped the barricade and attacked him. It's Booker T. Booker pounded on HHH and threw him back in the ring. Goldberg was waiting for HHH. He lifted Hunter up and hit the jackhammer. Another ref ran down and counted the 3.
The next week Test won a battle royal to face Randy Orton for the IC title at Unforgiven. Steve Austin announced HHH vs Booker T. He said with permission from Stephanie McMahon, A-Train and Big Show will be at Unforgiven and they will face the Dudleyz. Kevin Nash and HBK will face Batista and Flair for the tag titles. Goldberg will defend his World title against the winner of next week's match between Chris Jericho vs RVD. Jericho defeats RVD and advances to Unforgiven.
A-Train and Big Show beat the Dudleyz at Unforgiven. Randy Orton beats Test. Flair and Batista beat HBK and Kevin Nash (in what would be his last WWE match for a while). Goldberg defeated Jericho. HHH and Booker T went to a no contest after interference from Flair, Batista, Orton, The Dudleyz and RVD.
HHH and Booker T fought in a cage match the following night. Flair threw a sledgehammer in the ring while the cage door was open. Booker and HHH exchange blows. Booker grabbed HHH and threw him into the cage. He looked down and then grabbed the sledgehammer. HHH was looking at Booker and begging him not to hit him. Booker began attacking HHH with the sledgehammer. Flair was upset and began scaling the cage. Booker, with the sledgehammer, ascended the cage where Flair was. They each hit each other. Flair grabbed a hold of the sledgehammer. He and Booker were pulling on it, trying to gain control of it. Flair got it and started to climb down the cage when Booker grabbed Flair and yanked the sledgehammer away. Flair started to climb the cage again when Eric Bischoff's theme filled the arena. Bischoff ran out and climbed the cage and pulled Flair down. Once down Flair and Bischoff were staring at each other, Bischoff pounced and let loose with lefts and rights. Booker climbed down the cage back inside the ring. HHH met Booker with a low blow. HHH put Booker between his legs and hit him with a pedigree. HHH went for the exit. The ref opened the cage door and HHH started to climb out. Bischoff grabbed the door and swung it shut. Bischoff climbed into the ring and pulled Booker out of the cage for the win.
The next week Flair challenged Bischoff to a fight. Bischoff accepted. Steve Austin announced the match will be the main event. HHH said he wanted another match with Booker which Austin turned down. Hunter then said he wanted a title match against Goldberg which Austin also turned down.
With the help of Booker T, Eric Bischoff beat Ric Flair. Steve Austin announced the main event of the next Raw, Booker T/Bischoff vs HHH/Flair.
To win the tag match Flair locked in the figure four on Bischoff and he tapped. HHH laid out Booker. Flair kept Bischoff in the hold after the match was over. HHH delivered knee drops to Bischoff. Orton and Batista came down. Flair let go of the hold. HHH picked up Bischoff and delivered a pedigree. Evolution stomped on Bischoff. RVD ran out but Orton took him out. The Dudleyz ran down to help but were interrupted by Big Show and A-Train. Goldberg then came out but was attacked half way down the aisle by Chris Jericho. Evolution returned to attacking Bischoff until the lights went out. The four corner posts suddenly exploded with fire and the sound of a siren was heard. Out came the returning Kane and Scott Steiner. They fought with Evolution. Booker got up and joined in as did RVD. They fought to close the show.
On the following Raw, Steve Austin announced a blockbuster main event for Survivor Series. Booker T/RVD/Kane/Steiner/Goldberg/Bubba/D-Von vs HHH/Flair/Orton/Batista/Jericho/Show/A-Train
The Survivor Series match came down to Goldberg/Booker/Kane vs HHH. All 3 men hit their finishing move on HHH and Booker pinned Triple H to get the win for his team.
Steve Austin announced on the next night on Raw the following matches for Armageddon. Flair/Batista vs Dudleyz for the tag titles. RVD vs Randy Orton vs Chris Jericho for the IC title. Kane and Steiner vs HHH. Booker T vs Goldberg for the World title. And in the main event of Raw, Kane and Scott Steiner would get revenge on A-Train and Big Show by defeating them.
At the final PPV of the year, The Dudleyz won the tag titles. RVD won the IC title. Kane and Scott Steiner beat HHH. Booker T became World champion.

I actually really like your 03 bookings cordless2016 and slappy. If I could just change only a few things with 2003, I would make Booker T win the World Title at WMXIX, maybe change the RAW Main Event for Backlash, and I would make Kane's Unmasking a bigger deal. I would still probably have him face Shane though because their matches were actually pretty good.
