This might be a question rattling around all the time but, I have to know.
Why was The Rock the one to face Hogan and not Austin?
The Rock was never "the guy" like Austin, Hogan, Sammartino or Cena were/are, so why was he the one who was having the torch passed to him?
It makes no sense to me.

The original plan was for Austin vs Hogan. But neither one was willing to put the other one over. I think in a way it worked out better, Austin/Hogan wouldn't have been anywhere near as good a match as Rock/Hogan was.

after he was fired from WCW in 1995, Austin publicly ( and on ECW television) bitched about and made fun of hogan several times.just speculation,but maybe Hogan held a grudge,thus refusing to lay down for Austin.

Yeah like Mikey said there was probably some heat between them. I believe that Hogan would have been cheered no matter who he faced. By WM18, Rock was arguably more over than Austin was too. And with Rocky being so much younger than Austin, it made more sense to put Rock over. I guess Vinnie didn't account for Rock leaving to go do movies for a living.

I never heard anything about Hogan didnt want to put Austin over. It made more sense for Rock cuz he was the main guy at the time, with Austin in & out of the company and rock was also starting his movie career at the time, so it just made more sense. I still would have loved to see Austin Hogan, but Rock Hogan was amazing.

Rock was more mainstream at the time (believe it or not). His Hollywood career had already started with The Mummy Returns/Scorpion King and he was the hottest thing in entertainment at the time.

Its probably a combination of Austin-Hogan heat and the fact that Rock was probably the bigger star at the time.

Personally I don't think Hogan would've got such an overwhelming positive reaction vs Austin. Yes, Rock was bigger than Austin at the time but he also has a weird track record for getting booed in big matches.
