The one that's out now is like the one Cody debuted originally, so maybe it's the one they use now, that's plate is more like the old IC Title.

If anything WWE needs to have Booker revive the TV title, make TNA look like crap and actually defend it weekly on every television program like WCW did trust me I've always said that would be the most entertaining thing anyone has done since the 24/7 Hardcore Title

To answer your questions though:
1) Mattel didn't just create the new WWE title in 24 hours after the Rock debuted it on Raw. They had a prototype sitting there reading to go when the new belt debuted. That's why its possible, not plausible though, for Mattel to have listed a new title on its inventory.
2) I agree it's most likely a typo, except that the UPC number is different from the intercontinental. The misnamed "International Title" has a UPC number of 746775220921. The intercontinental title has a UPC number of 027084790641/
