Well RVD is back, expected to be for just a few months. So who do you want him to/think he will feud with? Don't expect him near the main event or to hold any titles so i think the options are reasonable.

Rather selfishly, I want to select Cesaro just so we can see some awesome matches. But I think Barrett or Fandango are more likely.

Barrett needs a nice long feud that he can go over with, but so does Cesaro. Either one will suffice imo, but Cesaro is more likely to get the feud.

Cesaro and Barrett are the best options. The Heyman/Cesaro thing could lead naturally to a feud with RVD. Wouldn't be surprised if it ended up being Rusev, though. I'd like to see RVD have a good hardcore match with Titus too - I'd have RVD win, but make sure Titus looks good in the match and gets elevated by it.

Have Triple H strip Ambrose of the US title (because he doesn't defend it, and it puts more heat on that storyline) and then start up a tournament for the belt. Over a couple of weeks, RVD then wins the US title in that tournament the whole while building up to that fact that he's older and can't hang with the new generation....so then a title win is actually good for him.
Then he can feud with whatever heels they want for awhile, after that either Barrett (because he wants to prove he's the best "American" around despite being British) or Sandow (because FFS the guy needs something to do) or Titus O'Neil (wasn't he supposed to get a PUSH???) end up taking that title off him during the mid- summer. With a re-match at Summerslam in some kind of gimmick (Ladder match anyone?) where the title holder retains and RVD will be done for another little while.
You create buzz around the US title. You give it legitimacy because a legend is holding it. You give it purpose because multiple guys are fighting for it over a long period of time. And you build to a BIG match at Summerslam this year. And you end up with a mid-card guy being able to break out and DO SOMETHING instead of just wrestling POINTLESS matches or jobbing to whatever face they want to pop the crowd.
