Elite 26 Jack Swagger base, swap out the legs from the thighs with someone with tights like a Christian. Then just goof off the "We the People" logo on the back and any logos on the tights. Swap out the arms or hands with one with gloves and then use a Sting head for the finish. You could keep the E26 Swagger boots and put them on the legs as well. I'm not sure if you care about painting or not, but if you do, this would be a very preliminary recipe that I have to offer you.

I made my son an elite sting using an elite hawk and a sting head from the Jakks legends of the ring. I painted over the LOD name and keep the pants logo it came out good

TNA ToyBiz Sting, kinda small but pretty good
get the coat version
torso crack it and change the shoulders with skin tone, if you're up to it
