I'm having a major issue with Paypal right now. Since September 26th of this year, two times a day, Paypal attempted to withdraw $9.99 from my account. I just caught this Monday, and since it was an u used bank account, it threw me into a negative. Each attempted transaction caused a -$32 NSF fee. I contacted Paypal, had to open a dispute with them. I also contacted my bank and they were nice enough to wave all NSF fee's due to my outstanding history with them. So, I figured the problem was solved.
Now, my Paypal account is on "Limited Access". Meaning I can't make purchases using Paypal. They are also asking for bank account transactions, photo ID's , a passport photo, and a few other items that I just don't feel comfortable sharing. The dispute has been ongoing. My question is, what the hell should I do? I do a lot of buisness with paypal, eBay, and various classifieds here Aswell as on SideshowFreaks ( 1/6 scale figure site) and now all if that must be put on hold because is some fraud.
Any help would be great. That, or stories of people going through a similar situation. Thank you!

Talk to your bank again. Tell them what is going on with PayPal.
See if someone from your bank can get in contact with PayPal and set things straight.
Why was PayPal withdrawing $9.99 from your account twice per day? Was someone fraudulently using your account or was PayPal just effing up?

But to charge me, that would mean a payment was needed, and if that payment was declined, the. WWE network would have been shut off. Funny thing is, my WWE Network is and has been working just fine, with zero notification that a payment was due or declined. Someone screwed up somewhere.

When they limited my account, I opened up a second account using a different email and card number. I wasn't linked to a bank account at the time, only a card. They wanted a photo id, ss#, and copy of a bill with my address. I didn't want to give up the info. I eventually offered up the info under my second account because I wanted to sell off some stuff on eBay.
Paypal needs to die a horrible death. Not to get off topic, but I can't believe they're going to start guaranteeing buyers 180 days. Someone can "rent" an item for half a year, then decide to return it.

Why does Paypal need foto Id? Or Passport? Or SS#? I've had my account for a while. When I opened it I just put in my debit card number. There was an issue as far as exceeding my transaction limits once but that was settled when I verified my paypal account by giving them a Bank account number.
I've never shared ID, Passport, or SS# with paypal.
One time I had a withdraw from my bank account. It was in the amount of something I had sold on ebay. At the time I had no idea what the withdraw was, I just saw it and disputed it right away. It turned out someone opened a claim with Paypal. The claim was that they hadnt received the item I sold them, this is why tracking numbers are needed. The person got their item, the case was closed, and Paypal put the money back into my account. It was just a case of someone being antsy and wanting next day shipping at economy prices. Still it taught me some valuable lessons. ALWAYS get tracking numbers, and Paypal does not care about status if someone files a claim right away paypal goes for your wallet. Paypal is horrible as it is in the way they take your money for everything you do on paypal.
Then another time I noticed a charge on my debit card for 9.99. It was odd but I didnt pay much attention to it at first. Then I saw it again on my next bank statement. It drove me nuts trying to figure out what it could be. I saw it on my statements a number of times before I made note to watch what I was buying. I called my bank and was told the charge was from FYI, the bank gave me a number to cancel the reoccurring charge. I called, FYI was charging me 9.99 monthly for membership into some kind of discount club. The thing was I never once signed up for it. I cancelled it. A few months later I started getting magazines sent to my home. I called the magazines to ask why I was getting these, it turned out that I was signed up at FYI. Again I never signed up. The lesson learned was NEVER pay with a card at FYI. Every time I go I pay with cash only to avoid there desperate attempts to steal money.
