Want to have my BP LOD loose, and display my card on my wall. What's the best way to remove the bubble that holds the figure so I don't have the card ripped?

I heard that you can boil water in like a tea pot and then when the steam is shooting out you can hold the box over the steam and it will loosen the glue so that it should come right off. I've never tried this, but I think it's similar to how people open up envelopes without ripping them. The hot steam will undo the glue.
I hope this helps.

I am afraid it is impossible to do so without damaging the CAR.

Pray to whichever Deity you believe in, go for it, and hope for the best!

Wait until you are parked and then proceed with caution.

Razor blade along the edge is your best bet This. Or use a Stanley Knife... just neatly cut the "bubble" off - the card looks great.

I couldn't tell you how many people ask the same question and let me tell you that there is indeed a way to do it without damaging the card OR the bubble/blister but in all honesty you may never get the truth on how to do it. Those who know how to won't talk, it's like a secret almost. I once received an item on eBay that it was done to but the person never glued it back together and let me tell you it was almost like he got it out of the production line and skipped the glueing part lol so don't hold your breath bro my advice to you is to buy two of the same thing so ones carded and the other is not, that's what I do. And if you ever find out the "secret" please share lol
