Twice a year have a target exclusive 2 elite 2 pack featuring a manager, a rivalry, and a tag team. Minumal excessories and put them at 34.99. So we can get a lot of less popular figures matched with ppl that sell well. Heres my ideas:
Series 1 Hart Foundation Roddy Piper vs. Mr. T (w.m. 2) Bobby Hennan & Rick Ride (fro)
Series 2 British Bulldogs Paul Bearer(brown hair) & Kane (open mouthed mask) Macho Man vs. Steamboat (w.m.3)
Series 3 Powers Of Pain Sunny & Farooq Undertaker vs. Pycho Syd (w.m.13)
Series 4 Demoltion (red/black/silver face paint) Jimmy Hart & HTM (blue) HHH vs. Jericho (w.m.18)
Series 5 Christian & Edge Mr. Fuji & Don Maraco Hogan (usa bandana)vs. Sgt. Slaughter (w.m.7)
Series 6 Slick & Butch Reed Rock vs. Hogan (w.m. 18) Dudley Boys
Series 7 Miss Elizebeth & Randy Savage (Nwo) Undertaker vs. Ric Flair (w.m.18) Austin & Hbk

I like the idea and the line ups. I don't see shamrock happening though.

I'd buy most of those packs listed above as well as an Edge and Christian pack.

It's a fantastic idea, but I think Shamrock (despite being desired) is unlikely.

I have a feeling if we ever do get Harlem heat we will end up getting at least 2-3 variations of them

It's all on Target. If HOF and Elite 4 Pack sells, I'm sure we will see more offerings between Target and Mattel.
So everyone do their job and buy their stuff.

The only I'm all for this is because target has pretty good distribution, and if the HoF series 2 and HoF 4-pack sell like series 1 did , target seems like the best option for Mattel to sell elite 2 - packs again at retail

If they did this, I would hope they'd keep it to just one set per wave. Part of the reason TRU 2-packs failed was because there were 3 sets of mid carders.
#1: Ultimate Maniacs #2: Mega Powers #3: Edge/Lita #4: Bret/Shawn #5: Flair/Perfect #6: Macho/Steamboat #7: Diesel/Razor #8: Slaughter/Mustafa #9: Bret/Piper #10: Hogan/Warrior
Sets like these, released one at a time, with 1-2 accessories (belts or an entrance attire or something), for a reasonable price.

$35 two-packs would have to be used very, very sparingly or it'll be Legends tag teams again and it could jeopardise the viability of retro figures. Hell, I'm worried enough about the Horsemen pack. As much as we want it, that thing might rot like the old BCA/TTL sets.

One step at a time. The Horsemen pack at $50-60 is going to be an interesting experiment, to say the least. I think it's going to sit, personally. That's going to make it more difficult for Mattel to go back to them with that kind of concept.
I do think bi-yearly would work. 4 singles figures and 1 tag team twice a year. That certainly seems viable. It's a lot easier to do one 2-pack than 3 at a time. Mattel can knock out the heavy hitters like the Bulldogs, Steiners, and Harlem Heat to help initial sales, or stuff like Warrior and Savage, Sting and Hogan, Flair and Steamboat, that kind of thing.

Love the lineup ideas, though I'd probably shoot for better figures at $40.
