So of course I pick up Paige and the figure is perfect except for a loose torso. I can live with it but is there any way to tighten it up?

Not without ruining it. Some people will say things like dabbing superglue in the joint which could work but have a damaging effect.
I always tell people to weigh the consequences of this action. Will you always be interested in this figure? Are you willing to sell it for less one day because of your current alteration?
If so, some people here swear by dabbing superglue (probably with a wedged toothpick) into the joint and rolling it around a bit and letting it dry.
Otherwise, there is no real chance of fixing it.

Get yourself a small brush and a bottle of Tamiya clear, it's clear, liquid acrylic, brush it into the joints and let it cure for 24 hours, viola, fixed joint and no damage.
DO NOT USE SUPERGLUE!
