Who do you think would be the biggest winner/s if Kevin Owens beats John Cena for the US title at Battleground?
Owens? because... well he just comes into WWE and beats the unbeatable.... twice.... and becomes the new US title champion.
Cena? because... even though he loses the US title, this completely frees him up for that 16th World/Heavyweight title run. Which... after this run of matches he's had, he may well deserve.
Balor? because.... He beat the man... who beat the man.. in WWE.. and when he does get called up.. he's already got bragging rights...
The Fans? because... we get Owens.... and Cena... and in the future, Balor...
or all of the above?

Cena is the biggest winner. He gets to go down as the man who creates a 6-10 year top heel in Owens, and he gets to open himself up to a brand new feud where for the first time in a decade the fans will actually be on his side.
Really, it's more about the fresh start for Cena than the title win for Owens. Both are equally important, but Owens was gonna get big somehow anyways, if Cena wants a fresh start during what's probably the latter portion of his career, this is the time.

The fans, because we see the payoff to a feud that has elevated the United States title above and beyond the IC strap. We get a trio of amazing matches from Cena and Owens and the satisfaction knowing Owens has been made on the main roster. We get the possibility of Owens/Cesaro down the line, and possibly more crazy match-ups because by the looks of it, Owens will be holding onto that title for a while.
Not to mention we win because Renee Young is still employed. Mami.

Honestly, everyone.
It creates a legitimate star in Kevin Owens. It raises the bar (again) for the United States Championship, which Cena has already done a great job at elevating. It gives John Cena one of the most important distinctions a wrestler can have (in my personal opinion) - the ability to say he truly helped the business in an intangible way by almost single handedly making a star. It helps all of the mid-card babyfaces who then get to go on to feud with Kevin Owens over the newly-refreshed championship. Finally, the fans win because we see something different (Cena outright losing a feud) and get an incredible set of matches that will be remembered for years to come.
Unfortunately, some of that stuff comes down to WWE handling things properly after the feud is over, but I guess we just have to trust them to some extent. They've done a hell of a job with it thus far, and seem to be committed to raising the status of these mid-card titles.

The only way for John Cena to lose at Battleground is for someone to screw him out of the title. I can't see him losing clean to Owens and then not having anyone to feud with, especially with SummerSlam coming up.
But I also believe that Cena may retain the US Title over Owens, and then go onto SummerSlam and face someone in a big US Title match like a Sheamus or Bray Wyatt.

Everyone.
The US title hasn't felt this important in almost 10 years and Cena'll be on the road to #16.
The WWE title doesn't really feel important right now, I guess it's the champion being pinned by Jamie Noble that makes me feel that way.

I never thought in my wildest of thoughts that Vince would be fine and dandy like sugar candy letting a WCW Belt become more prestigious than a WWE belt. I remember people here posting about how the IC title was going to be the workhorse title, while the US Title would take second chair and be the brawler type. WHOOPS. I don't care if KO wins or there's a double DQ or something, as long as he is not pinned or submitted, they can do a final match at Summerslam. But if Owens goes over, I will take back everything bad I ever said about Cena because--unlike Hogan, Nash, Michaels, Triple H--Cena will be on the same level as Kurt Angle in that he ultimately will put people over to create new stars.

Everyone, its hard to believe that its WWE's writers than have given us this fued, the way everything has worked out has been incredible for the 3 guys involved, none of them seem to have been "protected" like Reigns was before his push was nixed.

I can see an argument for all of them so I went with all of the above.
I still think Cena will drop the belt at SS but if it happens at Battleground then that would work as well and the rematch can be at SS.
