Given how out of control WCW was in 2000, how was there never a Vince Russo figure despite his inclusion in a WCW video game?

Yes, he came in a three pack with Hogan and Nash. It was a pretty good set.

Its not really that surprising. Heck, we only barely got a Ric Flair figure from ToyBiz!
ToyBiz was only just barely starting to release characters from Russo's reign and those would have gone into production before Russo had established himself as an on-screen character. So we did get Shane Douglass, Mike Awesome, Vampiro, "New Blood" Kidman, even Jeff Jarrett just barely made the cut before WCW disolved. Also, while ToyBiz pioneered figures of non-wrestlers, they did them in 3-packs to hedge their risks and that required retail support that WCW was not getting by the time Russo came on.

True, I never even found that tshirt/tattoo set in stores that came out at the tail end of the line. They wasted so much time making really crapty figures at the beginning. That freaking Raven figure... ugh. Yet to this day that Bam Bam is an incredible sculpt.
