What's the story behind the Warlord's LJN singles figure? Aside from the obvious "WHY DID WE GET WARLORD BUT NOT BARBARIAN?" (and Ax but not Smash) questions, where'd the attire come from? And why? The set was released in 1989 at the end of LJN's run and "from Barbarian's initial singles push" right? that's impossible. Because the Powers of Pain didn't get broken up until just before Wrestlemania VI, early 1990. Mr. Fuji sold Bobby Heenan Barbarian and Slick The Warlord just before Wrestlemania VI in a special update, as the Orient Express debuted. Working my way through 1990 Prime Time Wrestling's, Barbarian has yet to appear with Heenan. Warlord has had only one appearance with Slick, and he entered in long tights with Powers of Pain entrance gear and face paint. In the episode I'm watching now (4/12/90), he has the blue face paint that the LJN figure has, for a promo... But still long tights.
So where did the face paint come from? Why short tights? Did LJN get clued in that Warlord's attire was about to change and were trying to be ahead of the curve? Was Warlord scheduled for a big push? Was the POP breakup delayed? WHAT'S THE DEAL WITH THIS MYSTERIOUS TIME DISPLACED FIGURE?

Powers of Pain Warlord had face paint once they arrived in WWE. LJN lost the license in 1989 or so, so it appears as though it was just a mere coincidence he is wearing something resembling his singles attire. The only reason POP were split up because it was conditional on Animal and Hawk signing with Vince.

When I was a little kid, this figure was MADDENING! The attire was wrong. I know some people who got the figure and painted the legs black to make the tights look right. Then waaaay later Warlord went singles and started wearing trunks. There was a small window of time when he first went singles that he was wearing both facepaint and trunks, but again it was way after the figure was released.
Like the guy above noted, it looks like they just messed up the attire and it ended up being (kind of) correct after LJN lost the license.

The Wrestling Ring ad cited availability starting around August to October 1989 so it was def. well before the singles run with trunks. LJN definitely had the Powers of Pain in mind considering Warlord and Barbarian were even pictured on the back of the bio card. But I guess with the line dying out they pulled a Jakks-like move and decided to cut corners on Warlord and even Andre, who was a huge star in WWF, had his toy with the strap on the wrong side of his body.

Why wouldn't they paint his legs?

I remember when Jakks released their second Warlord figure it was done the same way, and people posted pictures of when he actually did wear gear that way. I can't find anything right off though.
as for the split teams, Barbarian and smash were planned for the next series, but the line ended before that could happen.
