I need help guys. i've seen many customs of awesome kong on the internet, and they all suck. no offense to you if you made one of those. What i need help with is ideas on how to make her outfit. the one seen in the pictures. I have been trying to think long and hard about this, and I just don't know. I want the bottom parts that hang down to be slightly moveable like rubber type material but i don't know how to do this. I don't want to just sculpt the entire thing. I played around with actual pieces of leather, but it was too thick and hard to work with. I want to get this thing as detailed and awesome as i can. any ideas guys?

would some kind of silicone mold, casted in silicone work well? just trying to get ideas going

Check out Glenn Webb's custom of her (Kharma) to see what he did. It's pretty good for not having any large diva parts.

I would just sculpt everything, looks like a straightforward job. The hardest part would be getting her basic shape, assuming there aren't any figures out there with that body type. I guess you could start with a Brodus or Vader and go from there.
For the dangling strips, sculpt each one individually, then attach each one to the figure's corset with a strip of tape and glue. This way they all move independently so the legs aren't restricted.
You could also cast them in a flexible material if you have money to burn on the materials.
