Are there any differences in terms of quality or any other way they were made? And does it look like they ever just stick 2 Basics into a pack with the same outfits just to make it a double pack like Undertaker Basic 58 and the one in the Taker/Wyatt battle pack?

There's not any discernible difference in terms of quality though I think we do occasionally get a BP figure with more interesting deco than most basics. I don't understand the second half of the question though.

It's just two basics + an accessory.

Ever since the basic series expanded beyond 6 per series, there's been a lot of re-releases in the line.

I just decided to start collecting figs that I will open and setup some kind of display, but I don't want to open Elites, so I'm just going to get basics and battle packs.

The suited Triple H in the BP set with Bryan is an Elite styled figure.

The Elite way. He has more articulation. Just like the Toys R Us mail-in? Perhaps because without the articulation in the legs it would have very limited movement since the jacket would prevent it from bending the way other basics do?

It was because they didn't have a basic mold for those kind of legs, so it was easier/cheaper to use the elite ones.
